1. Call to order
Ms. Whitley called the meeting to order at 9:00 am.
2. Approval of Minutes from the January 3, 2023 meeting
Mr. Chapman moved for approval of the minutes. Ms. Corley seconded the
motion. All in favor.
3. Public Comments
Mr. Stuart Whiteside, Seamon, Whiteside, and Associates, spoke regarding the
George Browder offices impact assessment and stated that he is available for
questions.
There being no further comments, Ms. Whitley continued with the agenda.
4. Annexations
a. A-4-23. Chuck Dawley Boulevard. An ordinance providing for the
annexation of an approximately 0.23-acre tract of land located on Chuck
Dawley Boulevard south of Shadow Drive, identified by TMS No. 535-
16-00-260 and depicted on a plat recorded by the Charleston County
ROD Office in Plat Book CL, Page 187.
Ms. Reed reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the
annexation request. Ms. Hyatt seconded the motion. All in favor.

5. Review of Planning Commission recommendations from January 18, 2023,
meeting and Special Planning Commission meeting
a. Request approval of Impact Assessment and Conceptual Plan for George
Browder Boulevard Office development. An approximately 6.78-acre
undeveloped tract of land, proposing to develop 79,200 SF of office
space. Located between Lifepark Church and Park West Subdivision
entrance. Subject property is further identified by TMS Nos. 598-00-00-
404 and 598-00-00-473. Planning Commission recommended approval.
Mr. Stone reviewed the request with the Committee.
Ms. Hyatt moved to recommend to Town Council approval of the impact
assessment. Mr. Chapman seconded the motion. All in favor.
Ms. Whitley moved to recommend to Town Council approval of the
conceptual plan including the recommendation from the Planning Commission
and exploring uses of LID techniques for the area of the surplus parking. Ms.
Corley seconded the motion. All in favor.
6. Discussion and possible action regarding the establishment of a citizens
commission to address conservation, resiliency, and green space
Ms. Reed reviewed the request with the Committee.
Mr. Chapman reviewed the discussion at the Resiliency Committee earlier this
morning.
Mr. Chapman moved to recommend to Town Council endorsement of the
creation of a commission to address conservation, resiliency, and green space as
recommended by the Flood Resilience Committee. Ms. Hyatt seconded the motion.
All in favor.
7. Presentation by the Metro Charleston Chamber of Commerce and the
Trident Area Home Builders on density and attainable housing
Mr. Chapman reviewed this issue with the Committee and introduced Mr. Josh
Dix, with the Trident Area Home Builders and Mr. Scott Barhight, with the Metro
Chamber of Commerce.

Mr. Josh Dix reviewed the current housing market with the Committee through
a PowerPoint presentation.
Mr. Scott Barhight reviewed the housing demand and market trends with the
Committee.
The Committee received this as information.
8. Discussion and possible action regarding the impending expiration of the
Multi-family Moratorium
Ms. Reed reviewed the item with the Committee.
Ms. Hyatt moved to recommend to Town Council approval of the extension of
the moratorium on multi-family structures. Ms. Corley seconded the motion.
Motion failed on a 2 to 2 vote with Ms. Corley and Ms. Hyatt in favor; Ms. Whitley
and Mr. Chapman opposed.
9. Update on Public Input Matters meetings
Ms. Boyles updated the Committee on the progress of the Public Input Matters
meetings.
The Committee received this as information.
10. Adjourn
There being no further business, the meeting adjourned at 10:11 am.
