1. Call to order
Ms. Whitley called the meeting to order at 8:45 am.
2. Approval of Minutes from the March 6, 2023 meeting
Mr. Chapman moved for approval of the minutes. Ms. Corley seconded the
motion. All in favor.
3. Public Comments
Mr. Stuart Whiteside, Seamon, Whiteside, and Associates, spoke regarding
the Charleston Harbor Resort and Marina PD amendment request. He suggested
that the request meets all of the requirements, and the Patriots Point
Development Authority is in favor of the request. He stated that they are
available to answer any questions.
Mr. Oliver Rooskin, General Manager of Charleston Harbor Resort and Marina,
spoke regarding the Harbor request and asked that the request be approved.
Ms. Tabitha Simmons, Enterprise Rent-a-Car, spoke regarding the Longpoint Road
rezoning. She suggested that the proposed use would be appropriate for the site
and are available to answer any questions.
Ms. Andrea Parco, 479 Longpoint Road, owner, spoke regarding the rezoning
request and suggested that the rezoning is appropriate for the property and the
proposed use. She stated that the property has been vacant since its closure during
COVID and asked that the request be approved.

There being no further comments, Ms. Whitley continued with the agenda.
4. Budget Review FY 2024
a. Planning, Land Use and Neighborhoods General Fund operating
expenditures
b. Planning, Land Use and Neighborhoods Capital Fund projects and
maintenance expenditures
Mr. DeMoura reviewed the proposed budget with the Committee.
Mr. Chapman moved to recommend to the Budget Committee approval of
the PLAN budget as presented. Ms. Hyatt seconded the motion. All in favor.
5. Review of Planning Commission recommendations from March 22, 2023
meeting
A. R-01-23. Request to amend the Patriots Point PD, Planned Development
District Ordinance, specifically pertaining to the Charleston Harbor
Resort and Marina. Subject property is located on approximately 23-
acres fronting the Charleston Harbor at the terminus of Patriots Point
Road. Proposed is to allow for the addition of 133-room hotel to the
existing 216 rooms for a total of 350 hotel units. Planning Commission
recommended denial
Mr. Stone reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the PD
amendment as it would be a reduction in the number of hotel rooms and would
help support Patriots Point. Ms. Whitley seconded the motion. Motion failed
on a 2 to 2 vote with Ms. Whitley and Mr. Chapman in favor; Ms. Corley and
Ms. Hyatt opposed.
B. R-02-23. Request to rezone from OP, Office Professional District, to NC,
Neighborhood Commercial District, an approximately 1.57-acre tract of
vacant land located on the corner of Bowman Road and Hospital Drive.
Planning Commission recommended approval
Mr. Stone reviewed the request with the Committee.

Mr. Chapman moved to recommend to Town Council denial of the request.
Ms. Corley seconded the motion. Motion failed on a 1 to 3 vote with Mr.
Chapman in favor; Ms. Whitley, Ms. Corley, and Ms. Hyatt opposed.
Mr. Chapman gave a presentation on his reasoning for recommending
denial of the request.
Ms. Corley moved to recommend to Town Council approval of the request.
Ms. Hyatt seconded the motion. Motion passed on a 3 to 1 vote with Ms.
Corley, Ms. Whitley, and Ms. Hyatt in favor; Mr. Chapman opposed.
C. R-03-23. Request to rezone from AB, Areawide Business District, to AB-
2, Areawide Business-2 District, an approximately 0.64-acre tract of land
located at 479 Long Point Road. Planning Commission recommended
approval
Ms. Reed reviewed the request with the Committee.
Ms. Corley moved to recommend to Town Council approval of the request.
Mr. Chapman seconded the motion. All in favor.
D. A-05-23 and R-04-23. Request to annex and zone AB, Areawide Business
District, an approximately 1.51-acre tract of land located on Ira Road,
adjacent to Abide A While Garden Boutique. Planning Commission
recommended approval
Ms. Reed reviewed the request with the Committee.
Ms. Corley moved to recommend to Town Council approval of the
annexation and zoning requests. Ms. Hyatt seconded the motion. All in favor.
6. Update on Zoning Code Rewrite
Ms. Reed provided an update on the zoning code rewrite for the Committee. She
stated that information on the hubs would be provided in April.
