1. Call to order
Ms. Whitley called the meeting to order at 8:30am.
2. Approval of Minutes from the July 31, 2023 meeting
Mr. Chapman moved for approval of the minutes. Ms. Hyatt seconded the
motion. All in favor.
3. Public Comments
Mr. Stuart Whitesides, Seamon, Whitesides, and Associates, spoke regarding
the Central Mount Pleasant PD amendment. He stated that this item was deferred
from last month’s meeting. He stated that that they are requesting a three year
extension with a contribution of $25,000 for the completion of the Rifle Range Road
bike path. He stated that he is available to further discuss these issues if desired.
Mr. Mike Tinkey, 208 Venning Street, spoke regarding the changes of seats for
the Historic District Preservation Commission. He stated that all seats are now
filled, with additional interested parties to fill any future vacancies. He suggested
that the terms should be extended to five years from the current two year terms
so that there are experienced members on the Commission. He suggested that the
seats should not be allowed to be filled by business owners within the Town.
Mr. James Wilson, representative for Liberty Senior Living, spoke regarding the
proposed expansion of South Bay Senior Living. He stated that it is a part of the
Central Mount Pleasant PD. He stated that the proposed expansion would not
increase traffic impacts outlined in the impact assessment. He stated that as CCRC
is considered multi-family development, they are requesting to be exempted from

the moratorium. He suggested that the expansion would fill a need for senior
housing within the community.
Mr. Patrick Allen, Director of Development for South Bay Senior Living, spoke
regarding the proposed expansion of South Bay. He suggested that the expansion
would provide a needed service for the senior community as well as provide seniors
an opportunity to live in place throughout the later years of life.
Mr. Miles Martschink, 135 Toomer Lane, agreed that members should reside in
the Historic District. He asked that no changes be considered at this time since the
seats have been filled with others interested in serving if seats become available.
There being no further comments, Ms. Whitley continued with the agenda.
4. Review of Planning Commission recommendations from August 23, 2023
meeting
a. R-07-23. Proposal to amend the Central Mt. Pleasant PD, Planned
Development District, specifically for the 22.69-acre tract of land made
up of two parcels in the Neighborhood Tract, identified by TMS No’s.
560-00-00-068 and 560-00-00-066. Proposed amendment would allow
up to 109 CCRC, Continuing Care Retirement Community units within
the existing CCRC, to be exempted from the Moratorium and Building
Permit Allocation System
Ms. Reed reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the
request. Ms. Hyatt seconded the motion. Motion passed on a 3 to 1 vote with
Ms. Hyatt, Mr. Chapman, and Ms. Whitley in favor; Ms. Corley opposed.
b. R-08-23. Proposal to amend the Central Mt. Pleasant PD, Planned
Development District, specifically assigning Gym/Athletic Club as a
permitted use within the Mixed-Use Center boundaries of the Central
Mt. Pleasant PD, as exhibited in the Developments adopted Zoning
Map. Parking standards associated with this newly proposed use have
also been established in this request

Ms. Hyatt moved to recommend to Town Council approval of the request.
Mr. Chapman seconded the motion. All in favor.
c. R-09-23. Request to Rezone CC, Community Conservation District, a
vacant 1.50- acre parcel located on Rifle Range Road, Property is
currently zoned R-1, Low Density Residential, and further identified by
TMS# 558-00-00-017, indicated on a plat recorded by the Charleston
County ROD Office in Plat Book T, Page 058
Ms. Reed reviewed the agenda item with the Committee.
Ms. Hyatt moved to recommend to Town Council approval of the request.
Mr. Chapman seconded the motion. All in favor.
d. A-08-23 and R-10-23. Request to annex and zone CC, Community
Conservation District, and amend the Comprehensive Plan’s Future
Land Use designation of a 1.25-acre unincorporated parcel, located on
Joseph Glover Road, identified by TMS# 583-00-00-276. Applicant is
requesting the corresponding Settlement Community Future Land Use
designation
Ms. Reed reviewed the agenda item with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the
annexation and zoning requests. Ms. Whitley seconded the motion. Motion
failed on a tie vote with Mr. Chapman and Ms. Whitley in favor; Ms. Corley and
Ms. Hyatt opposed.
The request will be forwarded to Town Council with no recommendation from
the Committee.
e. Text Amendment. Proposal to amend Chapter 156.430, standards that
govern the Historic District Preservation Commission, modification to
policies as they relate to organization and membership
Ms. Reed reviewed the request with the Committee.

The Commission agreed that this should be tabled as the previously vacant
seats have been filled.
Ms. Reed stated that staff will be recommending with the zoning code re-write
to change all of the board and commission terms to three 3-year terms to help
alleviate appointments being too burdensome.
5. Update on Liberty Hill Farms Development Agreement
Ms. Reed updated the Committee on the Liberty Hill Farms Development
Agreement with the Committee, and it has been recommended to include an
additional contribution of $25,000 for Mount Pleasant Way and to reduce the
extension from five years to three years for completion.
The Committee agreed to defer this to Town Council with the addition of an
executive session to discuss contractual matters with Legal.
6. Adjourn
There being no further business, the meeting adjourned at 9:12 am.
