1. Call to order
Ms. Whitley called the meeting to order at 9:45 am.
2. Approval of Minutes from the October 2, 2023 meeting
Mr. Chapman moved to approve; Ms. Hyatt seconded. All in favor.
3. Public Comments
Mr. Scott Schmitz, 1193 Sharpstowne Court, spoke regarding the conceptual
plan for the Market at Oakland. He expressed concern with the traffic counts
included in the impact assessment and that there are some errors, particularly with
the counts not included for Billy Swails Blvd, that were included in the Billy Swails
Blvd plans.
Jason Milner, Civil Site Environmental, Engineer for the Market at Oakland
project stated that the improvements included in the impact assessment were
reviewed by the Town’s engineers. He stated that he is available to answer any
questions.
There being no further comments, Ms. Whitley closed public comment and
continued with the agenda.
4. Review of Planning Commission recommendations from October 18, 2023,
meeting
A. R-12-23. Carolina Park Planned Development Amendment and
Development Agreement Amendment. Request to Amend Carolina Park
Planning Committee
November 6, 2023

PD, Planned Development District Ordinance, and the Carolina Park
Development Agreement. Proposed is to create a new mixed-use
district known as the Town of Mount Pleasant Tract (TOMP Tract.) The
TOMP Tract District allows for uses that are in accordance with the Town
of Mount Pleasant Economic Strategic Plan and Economic Development
Zoning District, with certain restrictions on uses as defined in the
guidelines, in addition to 30 Attainable Housing units. Planning
Commission recommended approval.
Ms. Reed reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the
request. Ms. Whitley seconded the motion. All in favor.
B. Market at Oakland Impact Assessment and Conceptual Plan. Review of
Impact Assessment and Conceptual Plan for a commercial development
exceeding 40,000 square feet, proposed on a 6.0-acre parcel within the
existing Market at Oakland development. Subject parcel is located on
the corner of South Morgans Point and Porcher’s Bluff, further
identified by TMS# 600-00-00-055. Planning Commission recommended
approval.
Ms. Reed reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval. Ms. Hyatt
seconded this motion. All in favor.
5. Discuss Building Permit Allocation System
Ms. Reed stated that Ms. Whitley asked this be placed on the agenda for
discussion and reviewed the building permit allocation system with the Committee.
Ms. Corley moved to recommend to Town Council to extend the Building Permit
Allocation System for five years, with any permits not allocated would expire, with
the new allocation system beginning with the original allocation and any permits
not allocated after January 2024 would expire and not be rolled over. Ms. Hyatt
seconded the motion. All in favor.

6. Consideration of a waiver from the one-year waiting period to initiate the
same zoning request at 2985 Joseph Glover Road
Ms. Reed reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the waiver.
Ms. Corley seconded the motion. All in favor.
7. Adjourn
There being no further business, the meeting adjourned at 10:22am.
