TOWN OF MOUNT PLEASANT, SOUTH CAROLINA PLANNING COMMITTEE APRIL 1, 2024 MINUTES Municipal Complex, Council Chambers PowerPoint Presentation Present: G.M. Whitley, Chair, Laura Hyatt, Howard Chapman. Absent: Jake Rambo. Staff: Eric DeMoura, Michele Reed, James Aton Also: Angela Barnett, Charleston County School District (CCSD) 1. Call to order Ms. Whitley called the meeting to order at 10:00 am. 2. Approval of Minutes from the March 4, 2024 meeting Mr. Chapman moved for approval of the minutes. Ms. Hyatt seconded the motion. All in favor. 3. Public Comments Ms. Ellen Moore, 1469 Gunnison St, asked the Committee to reconsider approval for attainable housing in Carolina Park. She suggested that the project would have a negative impact on the neighborhood and would impact current infrastructure. She suggested that the community is not ready for this type of project because the infrastructure and schools would not be able to handle the additional traffic and students. She suggested that growth should be responsibly handled and that there is a responsibility to the current residents to make sure the project is handled in a correct manner. Mr. Jay Claypoole stated that he is available to answer questions regarding the Wilson Tract PD amendment. There being no further comments, Ms. Whitley continued with the agenda. Planning Committee April 1, 2024 Page 2 of 3 4. Budget Review FY 2025 a. Planning, Land Use and Neighborhoods (PLAN) General Fund operating expenditures b. Planning, Land Use and Neighborhoods maintenance expenditures Mr. DeMoura reviewed the PLAN Department budget with the Committee. Mr. Chapman moved to recommend to the Budget Committee approval of the PLAN Department budget as presented. Ms. Hyatt seconded the motion. All in favor. 5. Review of Planning Commission recommendations from the March 20, 2024 meeting a. R-04-24. Request to amend the Wilson Tract PD, Planned Development District Ordinance, specifically pertaining to allowances for building signage square footage within the Sweetgrass Corner Shopping Center, located at 1909 N Highway 17. Subject parcel is 9.97-acres, identified by TMS No. 558-00-00-102. Further Indicated on a plat recorded by the Charleston County ROD Office in Plat Book CF, Page 96. Planning Commission recommended approval. Ms. Reed reviewed the request with the Committee. Mr. Chapman moved to recommend to Town Council approval of the request. Ms. Hyatt seconded the motion. All in favor. 6. Review of Carolina Park Attainable housing development and impacts on traffic and schools Ms. Reed reviewed the request with the Committee. Ms. Angela Barnett, CCSD, reviewed the impact of the Carolina Park attainable housing development on the school system and the projected number of students for the next six years for the area schools. Mr. Aton reviewed the traffic impacts of the Carolina Park attainable housing development with the Committee.
