TOWN OF MOUNT PLEASANT, SOUTH CAROLINA PLANNING COMMITTEE SEPTEMBER 30, 2024 MINUTES Municipal Complex, Council Chambers PowerPoint Presentation Present: Laura Hyatt, Howard Chapman, Jake Rambo. Absent: G.M. Whitley, Chair. Staff: Eric DeMoura, David Pagliarini, Michele Reed, Peter Stone, James Aton 1. Call to order Mr. Chapman called the meeting to order at 8:30 am. 2. Approval of Minutes from the September 3, 2024 meeting Mr. Rambo moved for approval of the minutes. Ms. Hyatt seconded the motion. All in favor. 3. Public Comments Ms. Lisa Schniptke, 185 Mossy Oak Way, spoke regarding the proposed housing at Towne Centre. She suggested that having housing at Towne Centre should be considered as it would be central to all amenities. She suggested that there should be more affordable housing near amenities to allow for a more walkable community. Mr. Mike Tinkey, 208 Venning, spoke regarding the Towne Centre project. He suggested that there should be a mixed-use development that envisions the vibrant, sustainable development with multi-family residences outlined in the Comprehensive Plan. He suggested that the current plan should be denied to allow the developer to rethink the proposal and come back with a better plan. He suggested that there should be an equal amount of affordable housing units and market rate housing units. He suggested that the concessions should benefit the Town as much as it does the developer. He suggested that more green space should be considered. Planning Committee September 30, 2024 Page 2 of 4 Mr. Paul Peoples, Seamon, Whiteside, and Associates, civil engineer for Roper site stated that they are available to answer any questions and are amenable to the improvements recommended in the impact assessment. 4. R-06-24. Towne Centre. Request to amend the Wilson Tract Planned Development District ordinance (Ord. No. 95041) as it pertains to an approximately 41.74-acre portion of an approximately 45.83-acre tract of land known as Towne Centre, located between Hungryneck Boulevard and U.S Highway 17 North and identified by TMS Nos. 558-00-00-096, 558-00-00- 098, 558-00-00-100, 558-00-00-102, 558-00-00-340, 558-00-00-387, and 558- 00-00-399. Proposed Amendments specifically pertain to expansion of master plan onto 558-00-00-102, and governing development standards, including an increase in height, density, and signage allowances. Review of Impact Assessment and Conceptual Plan to be conducted as well. Ms. Reed and Mr. Stone reviewed the request with the Committee. Mr. Rambo moved to recommend to Town Council denial of the request and to recommend approval of a waiver to the one-year waiting period to allow the developer to restudy the project. Ms. Hyatt seconded the motion. All in favor. 5. Annexations a. A-05-24. Request to annex an approximately 0.58-acre tract of land located at 1296 Venning Road, identified by TMS No. 562-14-00-018 and depicted on a plat recorded by the Charleston County ROD Office in Plat Book H, Page 026. Ms. Reed reviewed the request with the Committee. Mr. Rambo moved to recommend to Town Council approval of the request. Ms. Hyatt seconded the motion. All in favor. 6. Review of Planning Commission recommendations from the September 18, 2024 Meeting a. Roper Site Medical Building. Review of Impact Assessment & Conceptual Plan for a 4.56-acre parcel located at 512 Johnnie Dodds Boulevard. Identified by TMS No. 514-00-00-070, property is further Planning Committee September 30, 2024 Page 3 of 4 indicated on a plat recorded by the Charleston County ROD Office in Plat Book AJ, Page 079. Currently proposed is a 68,000 SF medical building. Ms. Reed and Mr. Stone reviewed the request with the Committee. Mr. Rambo moved to recommend to Town Council approval of the impact assessment and conceptual plan. Ms. Hyatt seconded the motion. All in favor. 7. Recommendation for approval from Historical Commission for a Monument and Memorial application for the naming of the dog park at Waterfront Memorial Park – Richard “Richie” Cliff Ms. Reed reviewed the request with the Committee. She asked the parents to provide a brief history for the Committee. Ms. Julie Cliff and Mr. Richard Cliff provided a history of their son and his service. Mr. Rambo moved to recommend to Town Council approval of the request for a memorial at the Waterfront dog park honoring Richard “Richie” Cliff. Ms. Hyatt seconded the motion. All in favor. 8. Discussion of Design Review Board Guidelines Ms. Reed reviewed the request with the Committee. Mr. Rambo moved for approval of the changes to the guidelines as presented and to be sent to the Planning Commission for a public hearing. Ms. Hyatt seconded the motion. All in favor. 9. Request from HDPC to conduct an updated survey within the OVHD Ms. Reed reviewed the request with the Committee. Mr. Rambo moved to recommend to Town Council approval of the request for an updated OVHD survey as presented. Ms. Hyatt seconded the motion. All in favor.
