TOWN OF MOUNT PLEASANT, SOUTH CAROLINA POLICE, JUDICIAL & LEGAL COMMITTEE Monday, April 3, 2023 1:30 p.m. Municipal Complex, Council Chambers 100 Ann Edwards Lane, Mount Pleasant, SC 29464 Minutes Present: Mayor Will Haynie, Chair, Howard Chapman, G.M. Whitley, Carol Ritchie Staff: Eric DeMoura, Chief Mark Arnold, Laurie Wilson, James Ward, Asst., Corporate Counsel 1. Call to order Mayor Haynie called the meeting to order at 1:32 pm. 2. Approval of Minutes from the March 6, 2023 meeting and the March 7, 2023 special meeting. Mayor Haynie called for a motion to approve the minutes from March 6, 2023, committee meeting and March 7, special meeting. Mr. Chapman made the motion to approve the minutes, seconded by Ms. Whitley. Motion carried unanimously. 3. Public Comments No public comments. 4. Police matters a. Employee years of service recognition Chief Arnold recognized FTO Douglas Richards and Sergeant Robert Blaschke for 10 years of service. b. Budget Review FY 2024 Mr. DeMoura discussed the proposed Police Budget. Discussion followed. Police, Judicial & Legal Committee April 3, 2023 Page 2 i. Police Department General Fund operating expenditures Mr. Chapman made a motion to recommend to the Budget Committee to upgrade the amount for the Charleston Animal Society from $205,000, to $280,000; Seconded by Mr. Ritchie. Motion passes unanimously. Discussion followed. ii. Police Department Capital Fund projects and maintenance expenditures Mr. DeMoura continued to discuss the proposed Police Department Budget. Ms. Whitley made a motion to recommend approval of items b 1 and 2; operating and projects and maintenance expenditures, Seconded by Mr. Ritchie. Mr. Chapman stated he would like some type of correspondence with the County regarding the extensive time it takes to answer non-emergency calls for assistance for stalled cars, minor accidents, and those types of incidents. He stated people do not want to call because of the five to seven minute wait time. Mr. Ritchie moved to recommend to the Budget Committee to fully fund Wake-Up Carolina for the $29,816 under the Community Investment Donations, seconded by Mr. Chapman. The motion carried unanimously. Mayor Haynie called for the vote on the motion to recommend approval to the Budget Committee and the motion carried unanimously. c. Discussion of planned use of opioid settlement funds Chief Arnold discussed the partnership with Wake-Up Carolina and the plans to use the opioid settlement funds. Discussion followed. Mr. Ritchie made a motion to accept and approve Chief Arnold’s plan to partner with Wake-Up Carolina to fund and support the Peer Support personnel for Wake-Up Carolina, seconded by Mr. Chapman. Discussion followed. i. Court Administration General Fund operating expenditures Ms. Whitley moved to recommend approval to the Budget Committee, seconded by Mr. Ritchie. Motion passes unanimously. 6. Legal matters a. Budget Review FY 2024 i. Legal Department General Fund operating expenditures Mr. DeMoura discussed the proposed Legal Department Budget. Discussion followed. Ms. Whitley moved to recommend approval, seconded by Mr. Ritchie. Motion passes unanimously. 7. Adjourn There being no further business, the meeting was adjourned at 2:03 pm.
