Members Present: Mayor Will Haynie, Chair, Carl Ritchie, GM Whitley,
Howard Chapman
Staff Present: Christiane Farrell, Chief Arnold, David Pagliarini
1. Call to order
Mayor Haynie called the meeting to order 9:45 AM
2. Approval of Minutes from the September 5, 2023 meeting
Mayor Haynie called for a motion to approval of the minutes from
September 5, 2023, meeting. Mr. Chapman made the motion for
approval of the minutes seconded by Mr. Ritchie. Motion carried
unanimously.
3. Public Comments
Jake Rambo, 428 Shannon Drive
Mr. Rambo thanked Mayor Haynie for putting item 6.a on the agenda.
Mr. Rambo discussed his concern. Mr. Rambo stated that he spoke to
State Representatives who are in support of Bill H.3015. as well as a
Charleston City Council member who will support a similar resolution
once we adopt a resolution to support the Child Luring Law Bill H.3015.
4. Police matters
a. Discussion on election security and regulations
Natasha Streets - Deputy Director for the Board of voter registration and
Elections.
Early voting begins October 23 through November 3rd from 8:30am-
5:00pm Monday through Friday.

The closest location for early voting is Seacoast Church, Mt. Pleasant.
Three additional locations are: Main Library downtown, Seacoast Church,
West Ashley and The Voter Registration and Elections, Headquarters at
4340 Corporate Road.
Lauren Knapp - Counter Threat manager for Charleston County Public
Safety. She discussed the security in place for Charleston County for both
early voting, and Election Day.
Discussion followed.
b. Employee years of service recognition
Chief Arnold recognized Gary Reash for 10 years of service and
Sgt. Gary Myers for 20 years of service.
5. Judicial matters
a. No agenda items.
6. Legal matters
a. Discussion and possible action on a resolution to the
Charleston Legislative Delegation encouraging the state
legislature to pass the Child Luring Law, bill H.3015
David Pagliarini, Corporation Counsel, summarized the SC House Bill H.
3015 He noted that this item was added to the agenda as a request for a
resolution in support of House Bill 3015.
Discussion followed.
Ms. Whitney motioned to recommend to Council that we pass a
resolution encouraging state legislators pass the Child Luring Law with
the changes suggested by this committee, seconded by Mr. Ritchie. All
in favor.
7. Adjourn
There being no further business the meeting was adjourned at 10:08
am.

parcels from their current designation of AB, Areawide
Business District, to PI-2, Public Institutional-2 District. The
subject parcels are contiguous and may be further identified
by TMS Nos. 614-00-00-337 and 614-00-00-009, properties
are also indicated on a plat recorded by the Charleston
County ROD Office in Plat Book ED, Page 898. Planning
Commission recommended approval
