TOWN OF MOUNT PLEASANT, SOUTH CAROLINA WATER SUPPLY COMMITTEE Monday, March 5, 2018 Municipal Complex, Committee Meeting Room, 3rd Floor 100 Ann Edwards Lane Mount Pleasant, SC 29464 Minutes Members Present: Joe Bustos, Chair, Bob Brimmer and Jim Owens Staff: Eric DeMoura, Town Administrator Also Present: Clay Duffie, General Manager, Mount Pleasant Waterworks Mr. Bustos called the meeting to order at 1:42 p.m. 1. Approval of Minutes from the October 2, 2017 meeting Mr. Owens moved for approval; seconded by Mr. Brimmer. All present voted in favor. 2. Public Comments [None] 3. Briefing by Mount Pleasant Waterworks regarding the Park West Forcemain Replacement Project/State Revolving Fund Approval and RIA Loan Closing Mr. Duffie stated that MPW has the opportunity to capitalize on a low interest SRF (State Revolving Fund), funding which is part of their refunding appropriations. He said they were notified that they would qualify for up to $6 million dollars at 2.1% interest, which was forwarded to Committee members along with the briefing memorandum. He said that he would like to notify the Water Supply Committee that MPW will be moving forward with this process. He said MPW will be required to come before their Finance Committee this week; however, due to the schedule, they wanted this Committee to be advised that they will be bringing this to full Council through the normal process to support MPW in applying for this SRF loan. This will be for the forcemain in Park West which is a replacement project and qualifies for this SRF funding. He has provided the Committee with an updated schedule in order to discuss the Resolution that is being requested from the MPW Commission to the Town, as well as the Town’s Resolution approving the award of the loan. He has a copy of the proposed resolution that MPW will be submitting to the Town for approval to use as part of their loan application. Mr. Owens asked Mr. Duffie if the mile of pipe that is being replaced, 20- inch PVC HDPE forcemain, is replacing or is it also connecting to the existing pipe on Park West Boulevard. Mr. Duffie stated that it is down Park West Boulevard from pump station 119 all the way out to Highway 17 where the other section of this forcemain will be connected. Mr. Owens asked if these are two 10-inch PVC pipes or two 12-inch PVC pipes. Mr. Duffie stated that they are 12-inch PVC which is what is there currently, and they will be upgraded. Mr. Brimmer said that construction is tentatively scheduled for September and asked what impact this will have on residents and businesses in that area. Mr. Duffie stated that it is similar to any other construction project. He stated that there will be construction signage and traffic control; however, MPW does not anticipate shutting down any roads. Mr. Brimmer asked if the pipes are in the right-of-way (ROW). Mr. Duffie stated that some are in private ROW/easements. Mr. Duffie stated that the good news is that there is a sizeable ROW, as Park West Boulevard is wide. Mr. Duffie stated that there is one tight area where they will be doing directional drilling. He stated that MPW must pass a Resolution requesting Town Council to move this forward, which will be done Wednesday, March 7th at their Finance Committee meeting. He said it will be ratified at the MPW Commission meeting on March 19th, which will then come back to the Town’s Finance Committee in April for proposed recommendation to Town Council. He asked Mr. Bustos if this should be brought back to the Water Supply Committee. Mr. Bustos responded in the negative and said it can be moved through Finance Committee on to full Council. Mr. Duffie stated that on another subject, they have a developer that has applied for approval for water and sewer. He said that the property is in the County and is non-contiguous property and does not comply with the Town’s Comprehensive Plan. He said normally MPW would not provide service to this property until it either complies with the Comprehensive Plan or goes through a process, which begins with the Water Supply Committee, to review the applicant’s information and all the issues relative to density, greenspace, etc. He stated that they will not be bringing this to the Water Supply Committee today but will be bringing it to the April Committee meeting. He stated that MPW is working with staff to put this item on the agenda for April’s Water Supply Committee. 4.
