COMMITTEE OF THE WHOLE MEETING MINUTES June 8, 2026 5:00 PM Mount Pleasant Village Hall, Community Room 1 8811 Campus Drive, Mount Pleasant, WI 53406 Staff Present: Village Administrator Tami Simons, Deputy Administrator Patrick Brever, Attorney Chris Smith, Public Works Director Tony Beyer, Finance Director Kathy Kasper, Deputy Director of Finance & Human Resources Heather Perez, Director of Human Resources Mary Cole, Mount Pleasant Police Chief Robert Botsch, South Shore Fire Chief Dustin Ellis, Village Treasurer Brandi Baker, and Village Clerk Jill Firkus. Community Development Director Sam Schultz participated via zoom. A. CALL TO ORDER President DeGroot called the meeting to order at 5:00 PM. B. ROLL CALL Present: Village President David DeGroot, Trustee David Karas, Trustee Denise Anastasio, Trustee Ram Bhatia, Trustee Jim Venturini and Trustee Gina Cefalu Paulick. Excused: Trustee Nancy Washburn C. CLOSED SESSION D. HUMAN RESOURCES E. FINANCE/CLERK-TREASURER E.1 Discussion regarding 2026, 2027, and 2028 Audit Services Contract Finance Director Kathy Kasper reviewed the audit services contract proposed for 2026, 2027 and 2028 stating that with her anticipated retirement it would be helpful to Village Staff and the Village to have continuity of audit services through the transition. This item will move to the Village Board on June 29, 2026 for final consideration. E.2 Discussion regarding renewal 2026-2027 Business Licenses: Cigarette, Tobacco & Electronic Vaping Devices, Massage Establishments, Salvage Shop, Pet Shop, Kennel, and Mobile Home Park Clerk Jill Firkus reviewed the 2026-2027 Business Renewal license applications stating there have been a couple minor changes to the listing. Smoker's Choice Hwy 20, LLC located at 6026 Washington Ave will not be renewing their Cigarette, Tobacco, and Electronic Vaping Device retail license rather, they are selling the business to the owners of Smoke World Inc. A license application has been submitted from the new owners and will be processed as new application. J &N Ultra Tan located at 7408 Washington Ave has submitted a renewal massage establishment license for Shane Keller however, J & N Ultra Tan was previously located at 5903 Washington Ave, as such, the application will be processed as a new application. Upon review of the application submitted by Shane Keller, it has been determined that the application is incomplete. Specifically, a valid State of Wisconsin Massage 1  Therapy License was not included with the application materials. No action will be taken on this application until all requirements are met. All other remaining licenses will move to the Village Board on June 29, 2026 for final consideration. F. COMMUNITY DEVELOPMENT F.1 Discussion regarding performance and status update for the Mount Pleasant Tax Incremental Districts Village Administrator Tami Simons and Community Development Director Sam Schultz reviewed options available upon the closure of TIDs 1, 2, and 4. It was explained that the remaining fund balance may be used to provide tax relief to taxpayers, support affordable housing initiatives, or a combination of both. A lengthy discussion was held regarding these options and staff requested direction from the Board on how to develop future proposals. Consensus was reached for staff to prepare proposals that incorporate a combination of tax relief and affordable housing funding. Additional discussions regarding this matter will be back at the Committee of the Whole either June 29th or July 13th. G. PUBLIC WORKS H. PUBLIC SAFETY I. TOURISM J. ADMINISTRATION K.
