Architectural Review Board Department of Planning & Community Development City Hall - Roosevelt Square Mount Vernon, New York 10550-2060 (914) 699-7230 Shawyn Patterson-Howard Robin Myers Mayor Acting Chair ARCHITECTURAL REVIEW BOARD MEETING MINUTES FOR OCTOBER 26, 2022 A regular meeting of the Architectural Review Board was held on Wednesday, October 26 at 6:30 PM in the Memorial Room on the Second Floor of City Hall. ROLL CALL - The Acting Chair, Ms. Robin Myers, called the roll: In addition to the Acting Chair, the following Commissioners were present: Sylvia Woods and Linda Sanchez. Also attending were Maria Pace, Secretary to the ARB, Planning Department Commissioner James Rausse, Deputy Commissioner Marlon Molina, and U. Nkechi Nwachukwu, land use counsel. With a quorum present, the Acting Chair opened the meeting at 6:30 PM. Meeting was live streamed on CMVNY Facebook. APPROVAL OF MINUTES The September 21, 2022 Minutes were approved. Commissioner Sanchez made a motion to approve the minutes, seconded by Commissioner Woods, and approved by a vote of 3-0. New Public Hearing The Acting Chair read the description of the application: Case No. 31-2022, 380 Hayward Avenue (Section 159.78, Block 1003, Lot 12) in the R2-4.5 zone. The Acting Chair indicated that this is a new public hearing. The owners are Darryl and Rachel Adams. The design professional representing the applicants is Kim Martelli, Architect. The 15,000-sf subject property is located at the dead end of Hayward Ave., accessed by Devonia Ave. from the south. The property extends from Hayward Avenue to the south to Tower Place to the north. The residence has walkway access to Tower Place. The driveway at Hayward Avenue is flanked by stone pillars and leads to a stone garage. The property has 75’ frontage along Tower Lane. The subject property has an adjacent 18,394-sf landlocked vacant property to the west. The Applicant is in the process of merging both lots. Applicant’s drawings show the combined lots. Applicant is seeking a certificate of appropriateness for a one-story addition/stair enclosure at the south side of the house and the reconstruction of a one-story addition over the new basement at the north side of the house. There will be window and door replacements throughout the residence. The one-story additions will include: • Anderson windows and doors in Tarratone finish • Replace existing windows with Anderson 400 series in Tarratone and Simpson ¾ lite exterior doors, painted • Repair front & rear porch with Mahogany decking, Aztec tongue & groove ceiling and intext Mahogany top railings • New bluestone tread and Belgium block riser to basement door • Replace existing railing and side addition terrace with wrought iron. • Applicant has provided examples of the finishes and catalog cuts. SEQRA Determination – The proposed action is a “Type II” action under SEQRA based on DEC 617.5 (c) (11) "construction or expansion of a single family, a two-family or a three-family residence on an approved lot ......” therefore, ending the SEQRA process. Ms. Kim Martelli reviewed the project, explaining that the sunroom would be removed because it has deteriorated. However, she will retain as much character as the original in the same footprint. There has been tremendous work on the interior in the meantime. Other improvements will include: • Keeping and restoring the front door • Replace windows (terratone), casement and double-hung • The former sunroom will become a powder room and mud room • New sconces on the exterior • Secondary entrance in kitchen to be reconstructed • Restore existing wrap-around porch • Hampton-extruded railing • Trim work around the windows will be cream • Wrought iron to mimic existing • Replace existing roof with asphalt The Acting Chair asked if the two additions will include stone on the sides of the house. 2 City of Mount Vernon Meeting Date Architectural Review Board Meeting Minutes October 26, 2022 Ms. Martelli said no because it is a very challenging type of stone to obtain and match. The Acting Chair asked about landscaping. Ms. Martelli explained that there may be specific tree removal in the future and that there is no landscaping plan at this time. Commissioner Woods asked if the basement is being extended. Ms. Martelli said yes; at one time it was used as a dance studio but not done properly. The Acting Chair asked about the driveway. Ms. Martelli said that there are future plans for a circular driveway. The Acting Chair asked if there were any comments from the public; there were none. The Acting Chair asked for a motion to approve the application. Commissioner Sanchez made the motion, seconded by Commissioner Woods, and carried by a vote of 3-0. New Public Hearing The Acting Chair read a description of the application: Case No. 32-2022, 117 Magnolia Avenue (Section 165.57, Block 2098, Lot 24) in the R1-7 single-family zone. The owner is Ms. Liza Contreras. Her design professional is Joseph Kleinmann, Architect. The Applicant is the Construction Manager, Robert Iodice (Super G Construction). The subject property is approximately 10,000 sf with 75’ frontage on Magnolia Avenue. The subject property is located on the east side of Magnolia Avenue, 150’ south of East Lincoln Avenue. The property is occupied by a 2 ½ story, frame single-family residence in the R1-7 single-family zone. Applicant is seeking a certificate of appropriateness to renovate the existing single-family residence. The exterior portion of the renovation consists of the following: • Replace existing cellar access enclosure (minor accessory structure under 65 sf) in the rear yard. Finish to match adjacent surfaces • Replace existing enclosed porch at rear yard • Replace in-kind existing windows with vinyl windows and trim to match existing windows • Construct a white vinyl fence near the property line around the rear and side yards to align with the building’s street wall 3 City of Mount Vernon Meeting Date Architectural Review Board Meeting Minutes October 26, 2022 • Install pervious pavers in the rear yard • Repave the driveway. • Applicant has provided catalog cuts and samples of materials. He has also provided color photographs showing existing conditions: the front porch – no changes; the existing enclosed rear porch and the existing cellar access enclosure and steps. SEQRA Determination – The proposed action is a “Type II” action under SEQRA based on DEC 617.5 (c) (11) "construction or expansion of a single family, a two-family or a three-family residence on an approved lot ......” therefore, ending the SEQRA process Mr. Kleinmann explained that the following improvements would be done: • Build a cellar enclosure over the existing steps in the back of the house • Replace the existing enclosed porch • Replace the jalousie windows with more substantial enclosure and insulation • Enclose back of the home with white vinyl fencing At this time, he is looking for approval for just the rear porch and cellar enclosure. The Acting Chair asked if there would be any work on the roof. Mr. Kleinman said no; the porch has been deconstructed and an enclosure has been added for the cellar stairs. He produced samples of the siding, brick, and veneer on the skirt around the porch. The Acting Chair asked if there would be any landscaping plan around the foundation. Mr. Kleinmann said not at this time but will when he comes back to the ARB with a paver plan as the pavers need to be redone because they were installed improperly. The Acting Chair asked if there would be any lighting on the door side of the structure. Mr. Kleinmann said no but he thought it was a good idea and will add it; there will be lighting near the front porch and steps. The Acting Chair asked if there were any comments from the public. Mr. George Renwick, a neighbor, asked about the fence around the property. Mr. Kleinmann explained that the fence on the perimeter is proposed, there is no fence at this time, and it is not part of the current application. After further review and discussion, the ARB recommended the following conditions: 4 City of Mount Vernon Meeting Date Architectural Review Board Meeting Minutes October 26, 2022 1. The applicant shall submit the following to the Architectural Review Board for review and approval: a. New renderings of the back porch and cellar enclosure (stairs) b. Lighting for the porch door and stairs c. Cut sheet for windows on back porch d. Catalog cuts 2. Pursuant to § 10-7(B) of the Mount Vernon City Code, all of the above conditions required by the Architectural Review Board shall be incorporated in the Building Permit and Certificate of Occupancy. All the above conditions shall be noted on the original and all file copy prints of the approved drawings. The approved drawings shall be sized and printed to fit sheets no smaller than 18” x 24”. All the above conditions shall be complied with prior to the issuance of a Building Permit or Certificate of Occupancy. The Acting Chair asked for a motion to approve the application with the requested conditions. Commissioner Woods made the motion, seconded by Commissioner Sanchez and carried by a vote of 3-0 Other Business There being no other business, the Chair asked for a motion to adjourn the meeting. Commissioner Sanchez made a motion to close the meeting, seconded by Commissioner Woods, and carried by a vote of 3-0. The meeting was adjourned at 7:45 pm.
