AN ORDINANCE AUTHORIZING THE MAYOR
TO ENTER INTO AN AGREEMENT WITH THE
ADMINISTRATION FOR CHILDREN & FAMILIES/THE
OFFICE OF FAMILY ASSIST ANCE.
WHEREAS, by letter dated October 28, 2020, the Executive Director of the
Yorith Bureau l'ias requested legislation arithorizing the Mayor to enter into an
agreement with the Administration for ChiMren & Families/The Office of Family
Assistance in the ai'nount of $745,235.00 per year for five (5) years, not to exceed
$3,726,175.00; and
WHEREAS, tlie READY4LIFE/Yorith4LIFE project period commences on
September 30, 2020 to September 30, 2025; and
WHEREAS, the aforesaid agreement will provide comprehensive services to
1,100 Mount Vernon High School students grades 9-12. The
READY4LIFE/Yoritli4LIFE program will address critical elements that aides jn
youth transitioning into adulthood and gain economic self-sufficiency; NOW,
THEREFORE,
The City of Morint Vernon, in City Council convened, does liereby ordain
and enact:
Section 1. The Mayor is hereby authorized to enter into an agreement
with the Administration for Children & Families/The Office of Family Assistance in
the amount of $745,235.00 per year for five (5) years, not to exceed $3,726,175.00.
Section 2. Funds in the amount of $745,235.00 are to be accounted for
in Revenrie Code A4820.4 to provide for an appropriation in Budget Code
A7335.101 (Salaries) and Budget Code A7335.458 (Misc.), Youth Bureau 2020
Budget.
Section 3. There is no matching obligation for this grant.
Section 4. This ordinance shall take effect upon its approval by the
Board of Estimate and Contract.

AN ORDINANCE AUTHORTZING THE MAYOR TO
ENTER INTO AN AGREEMENT WITH NEWFLEX
HOOPS INC. DBA NEWFLEX YOUTH PROGRAMS INC.
WHEREAS, by letter dated October 28, 2020, the Deputy Director of the
Yorith Bureau has reqriested legislation authorizing the Mayor to enter into an
agreement with Newflex Hoops Inc. dba NewFlex Youth Programs Inc. in the
amount of $8,000.00 for the contract period of October 26, 2020 to June 18, 2021;
and
WHEREAS, the aforesaid agreement is part of an award from New York
State Education Department accepted by the City through legislation dated June 28,
2017 in the amount of $1,120,000.00 for tlie period of July 1, 2017 to June 30, 2022
to administerthe 21S' Century Community Learning Centers Program; and
WHEREAS, the Mount Vernon Youth Bureau will subcontract with
Newflex Hoops Inc. dba NewFlex Youth Programs Inc. to conduct workshops
during programming at Graham M.S., Benjamin Turner M.S., Graham E.S.,
Columbus E.S. and Mount Vernon High School. There will be two (2) 10-week
virtual sessions per site for virtual after-school enrichment activities; NOW,
THEREFORE,
The City of Moruit Vernon, in City Council convened, does hereby ordain
and enact:
Section 1. The Mayor is liereby authorized to enter into an agreement
with Newflex Hoops Inc. dba NewFlex Youth Programs Inc. in the amount of
$8,000.00 for the contract period of October 26, 2020 to June 18, 2021.
Section 2. The aforesaid funds in an amount not to exceed $8,000.00 are
to be accounted for in Budget Code A7316.405 (Contract Services), Youth Bureau
2020 Budget. Tlie CFDA# is 84.287.
Section 3. This ordinance shall take effect upon its approval by the
Board of Estimate and Contract.

AN ORDINANCE AUTHORIZING THE FRIENDS
OF RECREATION TO ACCEPT A DONATION FROM
COONEY FOUNDATION.
WHEREAS, by letter dated November 7, 2020, the
Commissioner of the Department of Recreation has requested
legislation authorizing the Friends of Mount Vernon Recreation to
accept a monetary donation in the amount of $25,000.00 from the
Cooney Foundation; and
WHEREAS, aforesaid donation will allow the Recreation
Department to enclose the 2-story building (Tennis Club) at
Memorial Field at no cost to the City; NOW, THEREFORE,
The City of Mount Vernon, in City Council convened, does
hereby ordain and enact:
Section 1. The Friends of Mount Vernon Recreation is hereby
authorized to accept a monetary donation in the amount of
$25,000.00 from the Cooney Foundation.
Section 2. Funds for the aforesaid will go directly to the
Friends of Recreation to act as the facilitator for the grant funds for
this project.
Section 3. This ordinance shall take effect upon its approval

OF RECREATION TO SAVE THE 2-STORY BUILDING
LOCATED AT MEMORIAL FIELD.
WHEREAS, by letter dated November 9, 2020, the
Commissioner of the Department of Recreation has requested
legislation authorizing said department to save the 2-story building
that was once slated to be a club house for the tennis program
located a Memorial Field; and
WHEREAS, aforesaid building has been inspected by the Citr's
Engineer to ensure its reliability. The 2-story building was slated to
be demolished. This building has approximately $500,000.00
invested. The Recreation Department has plans for a Rec Center for
various programs complete with tennis courts when Memorial Field
is completed; NOW, THEREFORE,
The City of Mount Vernon, in City Council convened, does
hereby ordain and enact:
Section 1. The Department of Recreation is hereby

WITHIN THE DEPARTMENT OF RECREATION."
WHEREAS, legislation was adopted as per the amendment to Ordinance No.
18, adopted September 9, 2020, and Ordinance No. 10, adopted October 28, 2020
and funds were transferred to budget code 7141.101; and
WHEREAS, this was a previously frinded grant position in whicli the
funding ended May 31, 2020; and
WHEREAS, thorigh the funding ended for the grant position, the employee
seamlessly and immediately transitioned into a permanent within the Department of
Recreation; and
WHEREAS, the previous adopted ordinance established role
the provisional
effective August 1, 2020, leaving a gap in continuity for June 1, 2020 to August 1,
2020: and
WHEREAS, since role the employee has not
transitioning into the new
received payment for work performed during pay periods August 28, 2020,
September 11, 2020 and the following dates from pay period September 25, 2020:
August 14, 15, 16, 17, 18, 21, 22, and 23; and

the position of "Director of Community Centers" and fimd the position of "Director
of Social and Community Services" within the Department of Recreation.
Section2. Funds for the aforesaid in tlie amount of $80081.62
[$80,000.00] are available in Budget Code A7141.101 (Salaries & Wages),
Department of Recreation 2020 Budget.
Section 3. The effective date of defundingthe position of "Director of
Community Centers" and funding the position of "Director of Social and
Community Services" within tlie Department of Recreationshall be June1, 2020.
Section 4. Tlie Comptroller is hereby directed to pay the employee for
aforementioned pay periods withheld.

Municipal Agreement with Westcliester County Department of Public Safety for the
Westchester Mutual Aide Rapid Response Plan for the Police Departments within
Westcliester County, New York commencing July 31, 2020 to July 30, 2025; and
WHEREAS, tlie aforesaid agreement will provide Mutual Aid and Rapid
Response in the form of manpower and eqriipment under the County Mutual Aid
and Rapid Response Plan, upon the request of any participating agency; NOW,
THEREFORE,

WHEREAS, by letter dated November 2, 2020, the Grants and Partnership
Compliance Officer of the Department of Plaru'iing & Community Development has
requested legislation authorizing tlie Mayor to enter into an agreement with Hanlon
Sculpture Studio to fabricate and install the bronze sculpture, plaques and lettering
required to complete the Mt. Vernon Gold Star Mothers Monument; and
WHEREAS, tlie aforesaid agreement is an award from Dormitory Authority
State of New York (DASNY) under the Cornrnunity Capital Assistance Program
accepted by tlie City tl'irorigli legislation dated September 9, 2020 in the amount of
$50,000.00 for the completion of the Gold Star Mothers Monument in Hartley Park;
and
WHEREAS, written quotes were solicited from three (3) vendors and
Hanlon Sculpture Studio was chosen for best value, and lowest cost; NOW,
THEREFORE,
The City of Mount Vernon, in City Council convened, does hereby ordain
and enact:
Section 1. The Mayor is hereby authorized to enter into an agreement
witli }Ianlon Sculpture Studio to fabricate and install the bronze sculpture, plaques
and lettering required to complete the Mt. Vernon Gold Star Mothers Monument.
Section 2. The aforesaid funds in an amount not to exceed $50,000.00
