Tll lack of availability of patrol veliicles is a serious safety risk for the citizens of Mount Vernon as well as for our Police Officers. Tliese seven (7) sectors are in addition to tlie two (2) Detective Sqriads and two (2) Patrol Supervisors tliat are also on tlie road at tlie same time. On a regular basis, tliere sl'iould be at least eleven (11) veliicles 011 tlie road at any one time; and WHEREAS, tlie Mount Veriion Police Department cunently lias only eiglit (8) operational patrol veliicles maintained by tlie Department of Public Works. Tlie veliicles have aged an average of ten (10) years and liave accumulated an average of one l'nindred tliousand (100,000) miles. Ideally, tlie Police Department sliould liave about sixteen (16) patrol cars in rotation as to not liave all veliicles running for 24 hours straiglit and will allow for 'spare ve a es' to be available for veliicles tliat are orit of service and for Patrol related details; and WHEREAS, there approximately four (4) vehicles to tlie Detective Division and tliese veliicles are approximately tlie same age as tlie marked vehicles and also liave accumulated liigli mileage; and WHEREAS, wlien tlie Department of Public Works services a patrol veliicle, it is off the road for anywli between a day to a week, depending on tlie sevetity of the repairs. Tl'iis leaves the D witli one less veliicle to patrol the streets of Moruit Venion since they are not ' with a back-up vehicle to use temporarily. WHEREAS, tlie Department lias identified Beyer Ford as the vendor to supply tlie eqriipment; tliey are registered on NYS OGS State Contract #PC68923 and have the necessary equipment available. Tlie veliicles can be prircliased using Westchester County Contract Number RFB-WC-19023; and WHEREAS, at the request of tlie Honorable City Council at the monthly public meeting on September 8, 2021, tlie Mount Vernon Police Department wishes to participate in the City of Mount Vernon's desire to move to an aAll Green'/environmentally sensitive automotive The 2022 Ford Police fleet in tlie fiiture. Interceptor Utility SUVs are available witli a 3.3L aHybrid' engine that allows for the veliicle to operate in full electric' mode under limited circumstances, such as moving at low speeds and while stationary. This could potentially save the City 011gasolinesince the gasoline engine will not be running at all times.
