AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT
F{JNDS/GRANT FROM NEW YORK STATE DEPARTMENT
OF ENVIRONMENTAL CONSERV ATION-ENVIRONMENTAL
FACILITIES CORPORATION-
WHEREAS, by letter dated November 4, 2021, the Commissioner of the
Department of Public Works has requested legislation authog the Mayor to
accept funds/grant from New York State Department of Environmental Consenration-
EnviromnentaI Faiities Corporation for the Engineeig Platg Grant Application
No. 105463 Sewer Engineering Study; and
WHEREAS, the aforesaid funds/grant will be in the mnomt of $100,000.00,
with City matching funds of fifty percent (50%) in-kind provided tbrough the
gediting of City personnel time; and
WHEREAS, the reimbursable grant funds wiIl be utilized to hire an external
Engineemg Consuitant to study and perform detailed photo inspections of the Mount
Vennon City sewer system to develop a comprehensive engineeig plan to reduce the
effects of illifflt discharge into the stormwater system which Ieads direcfly to U.S
Watemays (Hutchinson River & Bronx River) also to reduce the impact of illicit
discharge into the City's groundwater; NOW, THEREFORE,
The City of Mount Vemon, in City Council convened, does hereby ordain and
enact:
Section 1. The Mayor is hereby authorized to accept funds/grant from
New Yo;rk State Depar[ment of Environmental Conservation-EnvironmentaI Facilities
Corporation for the Engineemg Planning Grant Application No. 105463 Sewer
Engineeig Study.
Section2. The aforesaid funds in the amount of $100,000-00 for the
Engineeig P!anning Grant Application No. 105463 Sewer Engineering Study are to
be acco'unted for in Revenue Code 3307 and Budget Code A1440.405 (DPW,
Outside Services), Department of Public Works 20tI
crediting of City personnel time.
Section 3. This ordinance shaIl take effect upon its approval by the Board

WHEREAS, by letter dated November 1, 2021, the Deputy Commissioner of the
Department of Planning & Community Development has requested legislation authorizing
the Mayor to enter into an agreement with the City of Mount Vennon through the
Department of Planning & Community Development mid United Way of Westchester and
Putnam, hic. for I-year commencing December 1, 2021 to implement the Financial
Navigators initiative to provide free remote-based financial triage and guide clients to a
range of national and local programs, senrices and resources, in alignment with the model
requirements as set by the Cities for FinanciaI Empowerment; and
WHEREAS, Uhe City of Mount Vernon was selected by the national nonprofit
organization, the Cities for Financial Empowerment Fund (CFE Fund), to receive technical
assistance and training to launch a Financial Navigators prog. The Financial Navigators
prog is designed to help residents deaI with the fuianciaI impact of the COVID-19
pandemic, providing remote assistance in navigating itical financial issues by connecting
cJients to sociaI services and resources; and
AS, it is further requested to aIlocate ARPA Funds in the amount of
Thirty-Five Thousand dollars ($35,000.00) for the FinanciaI Navigators initiative from
ARPA funding Account Code A9900.001, COVID Fedei Relief Funds under the United
States Treasury Code: EC-2.3 - Mayor's Guaranteed hicome hffltiative; NOW,

WHEREAS, by Ietter datedNovember 9, 2021, the Deputy Commissioner of
the Department of Planning & Community Development has requested that the
City' of Mount Vernon support a piIot program through the Mayors for
Guaranteed Income coalition to provide direct cash payments for one year to
appr,oximately 130 low-to-moderate income individuals and or families using
CDBG annual income limits; and
. WHEREAS, priorto the COVID-19 pandemic, nearly 45 million Americans,
or 12% of the U-S Population were living in poverty, including about 7 milIion
employed people who did not have resources to cover even the most necessities
despite their empIoyment; and
WHEREAS, many residents of the City of Mount Vemon stnuggled to
support themselves and their families, and the economic shock of the pandemic
has left them more vulnerable than ever; and
WHEREAS, 46% ofAmerican households have experienced serious
financial trouble during the pandemic, including :tumiing out of savings, trouble
affording food, paying utility bills, and paying their rent or mortgage; and
WHEREAS, on March 1 1,2021, the United States Congress passedthe
Ameffican Rescue Plan Act of 2021 (ARPA), which provides fiscal relief funds to
State and Local Governments, and other program areas aimed at mitigating the
continuing effects of the COVID-19 Pandemic; and
WHEREAS, providing an income floortbrough wbichnoAmerican fy
couldfall will benefit individuals and communities both now and inthe future;
and 'therefore, the City of Mount Vemon win launchaGuaranteed IncomePilot
Programthat offers approximately 1301ow-to-moderate income individuals
and/or families $500 dollars permonth for ayear; and

their'most urgent day to day needs and provide a cushion for unpredictable
expenses; and

WHEREAS, on March 11, 2021, the United States Congress passed the

tnitigating the continuing effects of the COVID-19 Pandemic; and
WHEREAS, ARPA is intended to provide support to local
goveents inresponding to the impact of COVID-19 and in their efforts
to contain COVID-29 in their commuities, residents, and businesses; and
WHEREAS, ARPA includes State and Local Fiscal Recoveg Funds
to support urgent COVID-19 response efforts to deuease the spread of the
virus; to replace Iost public sector revenue; strengthen support for vital
public seices; support immediate economic stabilization for households
and businesses; and address systemic public health and economic
challenges that have contributed to unequal impacts of the pandemic on
certain populations; and
WHEREAS, the United States Depmtment of Treasury has adopted the
inte fina! nde as guidance regarding the use of ARPA Funds; and
WHEREAS, the City of Mount Vemon has been allocated foe-one
million one hundred eight thousand and six hundred fifty-seven donars
(41,108,657.00) from the United States Department of Treasury for the
Corona State Fiscal Recovery Fund and the Coronavirus Local Fiscai
Reco:very Fund established under the American Rescue Plan Act; NOW,

Estimate and Contract on October 19, 2021, authorizing the Corporation
Counsel to retain Ms. Brenda Gears is hereby amended as follows:
WHEREAS, by letter dated October 8, 2021, the Corporation Counsel
has recommended that this Board retain Ms. Brenda Gears to train a new
employee on preparing the City Council and Board of Estimate and Contract
agendas and to also assist the Law Department with its critical need to
reduce the document production backlog between the Department of Public
