VIRTUAL MEETING
MONDAY, JANUARY 10, 2022
Call to Order: At 04:06 P.M. by Chairwoman Mayor Shawyn Patterson-Howard
Board Members Present: Comptroller Darren Morton, City Council President Derrick
Thompson and Chairwoman, Mayor Shawyn Patterson- Howard

• To present the 2022 Proposed Annual Estimate
• Setting the Date for a Public Hearing
Chairwoman Patterson-Howard discussed some of the budget assumptions. He stressed the
financial strain the city has experienced. She said that the City has worked hard since August of
2021 to prepare the budget on time, but the budget was not presented until after new year
allowing time for the new controller to settle in. She said she wanted the give the comptroller
time in office verify fund balance and clarify any use of the ARPA funds. She then explained
some of the increase and advised that the information will also be available online. Chairwoman
Patterson-Howard then proceeded to summarize and narrate the budget allocations. She advised
that a report from the NY State comptroller sited issues with the City not budgeting for collective
bargaining. The staff have worked without union contracts since 2018. The litigation budget was
increased to address the costly litigation that the City have been dealing with from the previous
administration. There is an increase in Police overtime to reflect the true cost that have incurred
in the police department. Some budget reductions: outside sanitary sewer contracts, retired
disabled firefighters. Inconclusion, she asked the body to set a date for permission for a public
hearing on the budget. Motion was granted and seconded.
There being no further business, the meeting was adjourned at 4:40 p.m.

Board accepted the annual estimate for the year 2022.

RESOLVED, that the Clerk of the Board be and he hereby is

Mount Vernon, as amended, of a public hearing to be held by this Board on the
24th day of January 2022, 7:00 p.m. (Eastern Standard Time), at the City
Council Chambers, Ciiy Hall, Mount Vernon, New York, in reference to the
annual estimate for the year 2022; and be it further
RESOLVED, that this Board does hereby authorize the City Clerk
to advertise on January 18, 2022, and January 21, 2022, a summary of the
proposed budget prior to the aforesaid public hearing; the cost to be paid from
Budget Code A:io3o.4oi(Office Expense), Board of Estimate and Contract, 2022
Budget.
