Granting permission for the Westchester County Legislator, Tyrae Woodson-Samuels
to conduct an Autism Awareness Walk. (4/23 - rain date: 4/30)
Authorizing the Mayor to enter into a Memorandum of Understanding ("MOU") with the
New York State Department of Environmental Conservation ("DEC"), and County of

AN ORDINANCE GRANTING PERMISSION
TO WESTCHESTER COtTNTY LEGISLATOR,
TYRAE WOODSON-SAMUELS TO CONDUCT
AN AUTISM AWARENESS WALK
WHEREAS, by letter dated April 20, 2022, Westchester County Legislator,
Tyrae Woodson-Samuels has requested authorization to conduct an Autism
Awareness Walk on Saturday, April 23, 2022, from 12:00 noon to 3:00 p.m. (rain
date: April 30, 2022); and
WHEREAS, it is further requested to use the following procession route:
starting at City Hall, eastbound on Prospect Avenue, northbound onNorth 3rd Avenue
into Hartley Park where refreshments will be served upon completion of the Autism
procession; NOW, THEREFORE,
The City of Mount Vernon, in City Council convened, does hereby ordain and
enact:
Section 1. Permission is hereby granted to Westchester County Legislator,
Tyrae Woodson-Samuels to conduct an Autism Awareness Walk on Saturday, April
23, 2022, from 12:00 noon to 3:00 p.m. (rain date: April 30, 2022).
Section 2. The Department of Public Safety is hereby authorized and
directed to provide a front and rear escort to aSSiSt with the traffic during the
procession. It is recornrnended that the participants of this procession always utilize
the sidewalk. A patrol supervisor and a sector car will also be assigned to monitor
this event. Auxiliary police will be assigned to Hartley Park for the duration of the
event. If additional manpower is needed, the supervisor will be authorized to hire the
necessary number of officers, on an overtime basis, at the expense of the applicant.
Section 3. The Department of Public Works is hereby authorized and
directed to collect bundled trash at the end of the event, power to be provided and the
rise of sidewalks as needed. Set-up at City Hall and Hartley Park are also authorized
as well as the use of barricades and other eqriipment for traffic control for the purpose
of the aforesaid event.
Section 4. This ordinance shall take effect upon its approval by the Board
of Estimate and Contract.

WITH THE NEW YORK ST ATE DEP ARTMENT OF ENVIRONMENT AL
CONSERV ATION ("DEC"), AND COUNTY OF WESTCHESTER
("CO{JNTY") TO REHABILIT ATE THE SEWER SYSTEM
WHEREAS, by letter dated April 25, 2022, the Mayor has requested that the
City Council enact legislation which will enable the Mayor to enter into a
Memorandum of Understanding ("MOU") (copy attached) on behalf of the City of
Mount Vernon ("City"); with the New York State Department of Environmental
Conservation ("DEC"), and the County of Westchester ("County") to rehabilitate
tlie sewer system; and
WHEREAS, on April 15, 2022 NYS Governor Kathy Hochul announced a
historic $150 million investment and precedent-setting three-way partnership
between the DEC, the City, and the County to immediately advance the planning,
mapping, engineering, design, and construction of the City's sewer systems. The
attached MOU formalizes the partnership, outlines roles, responsibilities, and
available funding for the Citywide project; NOW, THEREFORE,
The City of Mount Vernon, in City Council convened, does hereby ordain
and enact:
Section 1. The Mayor is hereby authorized to enter into a Memorandum of
Understanding ("MOU") (copy attached) on behalf of the City of Mount Vernon
("City"); with the New York State Department of Environmental Conservation
("DEC"), and the County of Westchester ("County") to rehabilitate the sewer
system.

CONTRACT WITH INTERACTION INSIGHT CORPORATION
WHEREAS, by letter dated April 8, 2022, the Commissioner of the
Department of Public Safety has requested legislation authorizing the Mayor to
renew an agreement for a maintenance contract with Interaction Insight
Corporation at the annual cost of $7,032.00; and
WHEREAS, Interaction Insight Corporation is responsible for
providing a 911 recording system to the Department of Public Safety from
February 1, 2022, throrigh .at'uar9 31,.2023; NOW, THEREFORE,
The City of Morint Vernon, in City Council convened, does hereby
ordain and enact:
Section 1. The Mayor is hereby authorized to renew an agreement for a
maintenance contract with Interaction Insight Corporation at the annual cost of
$7,032.00.
Section 2. Cost for the aforesaid in an arnoiu'it not to exceed $7,032.00
and is available in Budget Code A3120.414 (Repairs to Plant & Equipment),

agreement entered with CI Technologies / IA Pro - the Computer

1, 2022, through January 31, 2023.
Section 2. Cost for the aforesaid in an amount not to exceed

WHEREAS, on February 16, 2021, CCAP AUTO LEASE LTD filed a
Summons and Complaint against the City of Moiu'it Vernon alleging violation of
Plaintiffs constitutional rights on December 4, 2019 and demand relief in the
amount of $40,000.00; and
WHEREAS, Plaintiff alleges that Plaintiffs vehicle was impounded by the
City without notice of a hearing and turned over to a private garage (City Line Auto
Service) allowing the private towing garage to sell the vehicle to cover their towing
expenses; and
WHEREAS, Plaintiff's vehicle was towed and impounded after a motor
vehicle accident on December 4, 2019; and-'
WHEREAS, Plaintiff's counsel indicated their intent to recover the value of
the vehicle impounded (and later :iold at auction) which was estimated at
$15,000.00. Additionally, if Plaintiff vyere to be the prevailing party in this matter,
Plaintiff's attorneys would be entitled to recovery of attorney's fees, which
Plaintiffs counsel estimated at $25,00C.00; and
WHEREAS, the Corporation Caunsel hereby recommends that the Board of
Estimate and Contract approve the set:lement of the aforesaid claim in the amount
of $9,000.00; NOW, THEREFORE, be it
RESOLVED, that the aforesail claim of CCAJa AUTO LEASE LTD, be
settled for the sum of $9,000.00 and that said settlement be and the same hereby is
approved; and be it further
RESOLVED, that said sum bi: paid out of Code A1910.469 (Insurance-
Claims), 2022 Budget.
