Call to Order: At 4:10 PM by Chairwoman Mayor Shawyn Patterson-Howard
Board Members Present: Comptroller Darren Morton (online via zoom at airport), City Council
President Derrick Thompson and Chairwoman, Mayor Shawyn Patterson-Howard (we have a quorum).
Others: Chief Kristen Reed, Corporation Counsel Brian Johnson, City Clerk Tanesia M. Walters,
Deputy City Clerk Donna Jackson, Councilwoman Lisa A. Copeland, Assistant
Comptroller Condell Hamilton, city resident Ms. Bell
Absent: None
MEETING NOTICE: Clerk Walters read the meeting notice at 4:10 pm. Noticed in the Journal News.
For Special Meeting notices we have to give a 6-hour notice, which we have complied with.

NEW BUSINESS:
ADOPTING THE 2023 ANNUAL ESTIMATE
1. Adopting the Mayor's 2023 Annual Estimate.
Motion requested by Chairwoman Patterson-Howard, Moved by Thompson, Seconded by
Morton
On the question: Mayor Patterson Howard noted the impact of increased costs; we have a
7.63% Tax increase. I am pleased to announce that we have moved from 7.63% to a 5.62% tax
increase. A benefit of savings that we found was in Retirements; we were able to remove
$970,000 in NYS retirement benefits that will be amortized over time. Additionally, we were
able to remove he teamsters 456 payments (one of them for 795,000) into the end of year 2022
costs. We wanted to make that payment in 2022. We were able to increase our revenue in the
buildings department by $625,000 which has a lot to do with increased staffing and OpenGov
that we brought into Mount Vernon. The proposed tax rate has decreased. Mayor asked the
Comptroller if he wanted to contribute. It is important to emphasize that we went back and
looked at every line. We don’t have to pay the whole thing now, we can pay over a span of 12
years. The firefighters retirement cost went up a bit. When it comes to the retros for the
Teamsters 456 we are planning to make sure that payment is made in the early part of 2023, but
combined in the years we are paying the retro. The Mayor noted the City Council will have a call
for the public hearing.

RESOLUTIONS APPROVING ORDINANCES
2. Authorizing the Mayor to enter into an agreement with Rugby United New York LLC ("RUNY") -
(for the use of Memorial Field for the period February 1, 2023, to July 31, 2023, and can extend
to July 1, 2024 - funds to be deposited in Revenue Code A2410 and appropriated in budget code
A7021.104 and A7021.458).
Motion by Chairwoman Patterson-Howard, Moved by Thompson, Seconded by Morton
On the Question: Comptroller noted the new revenue code A2001.21 and that the code will
need to be amended. The Budget Code A2410 is incorrect. Comptroller Morton noted the
funds will not come in within the next two weeks. We can vote on it and create an amendment.

Absent: None
Mayor asked for a motion to adjourn. Thompson Moved to adjourn, Morton Seconded.

i WHEREAS, a public hearing having been held by this Board of Estimate
& Contract on the 13th day of December, 2022 in reference to the Annual Estimate
of the City of Mount Vemon, New York for the year 2023, pursuant to the
provisions of Section 81 of the Charter of the City of Mount Vemon; NOW,
THEREFORE, be it
RESOLVED, that pursuant to the provisions of said Section 81 of said
City Charter, as amended, the following itemized statement of the estimated
revenues and expenditures of the City of Mount Vernon for the fiscal year
commencing the first day of January 2023 be and the same hereby is adopted by
this Board of Estimate and Contract and submitted in final form to the City Council:

14, 2022, and signed by the Mayor on December 16, 2022, authorizing the Mayor to
enter into an Agreement witli Rugby United New York LLC ("RUNY") (for the use of

AN ORDINANCE AUTHORIZING THE MAYOR
TO ENTER INTO AN AGREEMENT WITH
RUGBY UNITED NEW YORK LLC ("RUNY")
WHEREAS, by letter dated December 5, 2022, the Commissioner of
Department of Recreation has requested legislation be enacted that would enable the
Mayor to enter into an agreement with RUGBY UNITED NEW YORK LLC
("R[nSJY") for the use of Memorial Field for the period February 1, 2023, to July 31,
2023 and can extend to July 31, 2024; and
WHEREAS, RUNY agrees to pay the City of Mount Vernon eight thousand
dollars ($8,000.00) per Rugby Day, R{JNY also agrees to pay the City of Mount
Vernon four Hundred dollars ($400.00) per hour for practice days; NOW,
THEREFORE,
The City of Mount Vernon, in City Council convened, does hereby ordain and
enact:
Sectionl. The Mayor is hereby authorized to enter into an RUGBY
{JNITED NEW YORK LLC ("R{JNY") for the use of Memorial Field for the period
February 1, 2023, to July 31, 2023 and can extend to July 31, 2024.
Section 2. Funds for this program are to be deposited in Revenue Code
A2410. Rental of real property to provide for an appropriation in budget Code
A702L104 & A7021.458.
Section 3. This ordinance shall take effect upon its approval by the Board
of Estimate & Contract.
