THURSDAY, JANUARY 12, 2023

Call to Order: At 3:05 PM by Chairwoman Mayor Shawyn Patterson-Howard
Board Members Present: Comptroller Darren Morton, City Council President Danielle Browne
and Chairwoman, Mayor Shawyn Patterson-Howard (we have a quorum).
Absent: None
Others: Chief Kristen Reed, Corporation Counsel Brian Johnson, City Clerk Tanesia M.
Walters, Deputy City Clerk Donna Jackson, Assistant Comptroller Condell

MEETING NOTICE: Clerk Walters read the meeting notice at 3:06 PM. Noticed in the Journal
News. For Special Meeting notices the City’s obligation is a 6-hour prior meeting notice, which
the City has complied with.
ROLL CALL: Roll Call and reading of agenda items administered by City Clerk Tanesia M.
Walters. There were sound tech difficulties noted in the zoom/Facebook comments.
Communications team adjusts. Mayor begins meeting again for constituents who had difficulty
hearing the meeting. Notice is re-read. Roll Call noted again, all members present in-person.
We have a quorum (3:10 pm)
NEW BUSINESS:
Comptroller Morton moves to take all items together (Items 1-14 for salary resolutions). Council
President Browne seconds. On the question: none. Roll Call by Clerk Walters.
Passed by the following vote:
Ayes: Comptroller Morton, Council President Browne, Mayor Patterson Howard
Nays: None
Absent: None
RESOLUTIONS APPROVING ORDINANCES
Clerk Walters reads the Salary 2023 Items 1-Item 14 (3:10 pm).
Moved by Browne, Seconded by Morton
On the Question: Comptroller notes the changes are to the bargaining agreements. Items 1-14
establish the minimums and maximum amounts for 2023. These Items are not an increase or
material change to any salaries adopted in the 2023 budget. Where there is an anomaly where
the minimum is higher than what is in the budget an amendment will be forthcoming. These
Items bring us into compliance for the maximum/minimum. Councilwoman Browne noted this
Special meeting is happening today because payroll takes effect tomorrow (1/13/23).
Comptroller Morton confirmed Councilwoman Browne’s statement. Mayor Patterson-Howard
noted this is the first time in years the budget is on time, and for the public record the Board of
Estimate conducted this public meeting on 1/13, the City Council conducted its public hearing
on December 28th, further, the City Council Conducted a Special meeting on December 30th in
the morning. Comptroller Morton extended kudos to George Townsend, Chief Accountant and
Dionne Lawrence, Clerk for Corporation Counsel, for their hard work in getting this done.

FURTHER BUSINESS:
Mayor Patterson Howard noted the City announced it will close the overpass on Fulton Avenue between
3rd Street and Beekman Avenue beginning at noon. On 3rd Street there is an overpass between Hartford
and Langdon Place that will also be closed at noon tomorrow, 1/13/2023. The City will have a
presentation via Zoom to give residents more detail. This is an emergency closing after years of structural
deterioration. The overpass is unsafe over a certain tonnage.
Browne moves to adjourn, comptroller seconds, Roll call, all ayes 3:21pm

A motion to adjourn was made by Councilwoman Browne. Seconded by Comptroller Morton. A Roll
Call was made by Clerk Walters:
Ayes: Comptroller Morton, Council President Browne, and Chairwoman Patterson-Howard.
Nays: None
There being no further business, the meeting was adjourned at 3:21 PM
