year award, city put in an application and the associated
granted us first prize $75,000. Funds will go to the Dept. of
Recreation food initiative. Distribution at the Doles Center to

On the question: Commissioner Morton- For clarity,
because questions arise regarding conferences. This
conference is being paid for by a grant and have been
budgeted.
Response: Mayor Patterson-Howard-The city has not
invested in staff development, including the buildings and
police department, and other departments, we were not
sending staff out to trainings and we have a trainings budget,
so that staff stays up to date and then there are times when we
have a grant. This grant is five years, $7 million for healthy
families and relationships. As part of this grant, they are
required to attend conferences and trainings and the grant
provides the financing. It is not wasted tax payers money or
vacations. Thank you to the watch dogs and transparency.
Mount Vernon is the only city in New York to receive this
grant. These resources are being brought back to our
community.
Commissioner Morton- We will continue to support staff
trainings. We would have accountability for staff that attends
training. We can try to highlight the things that we learn and
gain thought these trainings and to show the people the
benefits that we are receiving.
Acting Council President Brown - Given the current fiscal
climate, I understand why people are concerned with staff
trainings. I agree with Comptroller Morton, we do have to do
a better job of telling our stories.

Response: Mayor Patterson-Howard - Often times when
people go for jobs or background clearance, they come to
police department and they have their records search. It is an
administrative fee for the police department to do the
research and background and provide the letters.
Clerk Walters - It is another source of revenue.

year re-accreditation of the Police Department. The New York State Division of Criminal Justice
Services noted the level of training that our Police Department are receiving. Less claims and better

Chairwoman Patterson-Howard asked if there was new business:
Commissioner Morton - Discussed the current band which is up to five years to fund the 14% raise for
all three unions and city employees. Eventually the band can be converted to a bond.
Mayor Patterson-Howard- Discussed the finalized section of the 108 program with the US Department
of Housing and Urban Development to create a loan fund. Commissioner Morton responded that swift
action is needed before the end of the year to align with the budget and commitment to the contractor.
Mayor responded that all the city buildings are in need of work and repair.
Mayor asked for a motion to adjourn.
