Response: Mayor Patterson - Howard: I just want to compliment water department because they secured $1 million for lead pipe mapping that we had to do for federal government when other municipalities had to use their own money. The state is looking giving us $6 million to start lead line replacement and going to conferences like this help local boards of water supply have to monitor and deal with keeps the staff in compliance with federal regulations. Response: Mayor Patterson - Howard: The award letters and contracts are retroactive. We get them from county award letters, not contracts, maybe we need to change the legislation. We need to add "to accept and execute the document" in the referral letters. CP Gleason: I agree that the referral letters need to be changed. There is usually no reason on the letter, that way it is clear. Even though it is a county agreement, ten years from now, it would be better to add those items. Corporation Council Johnson: We should also add the period time it is good for. Comptroller Morton - additionally, the letter from county states this is a contract commencing retroactively October 1st, 2023 - Dec 2024. That's 2 months in a prior budget year. However, the contract itself says Jan 1st, 2024 to Dec 31st, 2024. WE would be accepting money for two different fiscal years. We just need to make sure of the dates. We also need the schedule attached. That would let me know what applies to 2023 and 2024. approved 11. I saw the safety equipment that came in, that the firemen had not had in years. There's a significant amount for public safety. Response: none. approved Agenda was concluded at 5:22 PM Chairwoman Patterson-Howard asked if there was new business: Mayor - meeting with Motorola meeting to open our own aware room. We deal with the county, but we will have our own, cameras at dumping sites, business directs, municipal buildings and high need area. Cameras are a part of public safety. Were suing ARPA and technology grant money from governors’ office. This is a part of the comprehensive safety plan we have for our city. Gleason - everyone should take a look at the investment made in public safety. Mayor - helping to solve more crimes will be a deterrent from others committing crimes. Gleason - 12 month process that started last December when we were invited to Yonkers to see their aware room. Page 7 of 8 Board of Estimate & Contract Meeting Minutes October 1, 2024 Mayor - is in excess of $1.5 million so far. We will build out as we get more grants and funding, and making this available to about 70 businesses to have some of these tools installed at their stores, with some maintenance free. To get the confidence of the city. The residential camera are coming. Ring camera changed their policies, before PD had greater access, but they have made it more difficult for residents to share with PD. Morton - 2018 audit is done. 2018 sent to the council and the mayor. On record, 2018 audit on the website shortly, revenue came in 3.9 million better on the budget. Expenditures exceeded by 11.7 million in that year. Concern areas during that year, sales tax went up. Dept revenues contributed to the increase, tax revenue $700k. $1.3 million in federal grant. Water dept had a shortfall of 1.2 million. Fire and police exceeded, some coned reimbursement for OT. $9 million in fund balance. Second year with a deficit from budget comparisons. We will see what 2019 brings in, about 90% done by end of October. We’ve been getting FEMA money back and putting it back in those years. This why we’ve been slow to close those years. Mayor - we had someone come in and say who is your lobbying firm because you guys are getting so much state and federal dollars. Our elected officials collectively and our commissioners. Because we get why we do travel and go to conferences. Gleason - people can see the fruits of the labor by going to conferences. Mayor - we’re being awarded money and we’ve invested a little more in grant writers and working with our commissioners and leaders. Mayor asked for a motion to adjourn.
