Comptroller Morton: No because I do not know the transaction amounts, we need some amounts to open the account. Mayor Patterson - Howard: read section 2. Makes it more streamline before developers invest money and the project doesn’t go through Corporation Counsel Johnson: moving toward transparency and efficiency CP Gleason: it has been working better this way.
