regarding financial infrastructure as we look at trend and recognize the financial status of the
city and the recommendations form state comp office to have multi-year financial planning to
help re-apply for a city credit rating and lower some of our expenditure cost about 80% of our
cost is employees and research options.
Acting Council President Poteat - Morton we do not have anyone that does budgets? Morton -
AC does the budgets in our office. would this help AC to do budgets the following year?
Assistant Comptroller: yes.
Comptroller Morton - the criticism is that we’ve only done year to year, we also have to do
multi-year budgets and our cash flow forecasting and to create a 5 year plan and capital plan.
Mount Vernon covers 100% of the health care cost of their employees, that could be looked at.
Comptroller Morton: council will have the opportunity to give suggestions, but we have already
identified that. two of our unions pay into it 20% and looking at the health plan itself, should we
be using NYSHIP or a Cooperative health plan

SEWER REHABILIT ATION WORK AT MACQUESTEN

Whereas, in correspondence dated June 16, 2025, the Commissioner of tlie
Department of Public Works formally requested authorization for the Mayor to enter into an
emergency contractual agreement with Zonzini Pipeline Inc. for the removal and replacement
of concrete slabs above sanitary and storm sewer mains at Macquesten and West Devonia

Whereas, the Department of Public Works has identifieid hazardous conditions
resulting from the settling of concrete slabs above critical city sanitary and storm sewer mains
located at Macquesten and West Devonia Avenue, and 115 Dell Avenue; and
Whereas, the deterioration and settling of these concrete slabs pose an imininent
danger to vehicles, pedestrians, and public safety, and risk fuither damage to essential
infrastructure; and
Whereas, emergency action is required to rei'nove and replace the compromised
concrete roadways to prevent injury, mitigate potential damage, and ensure the uninterrupted
operation of public services; and
Whereas, in accordance witli Section 6(B) of the City of Mount Vernon's
Procurement Policy, emergency purchases are permitted wliere delay inay threaten the life,
liealth, safety, or welfare of the residents or the City, and therefore, the competitive bidding
process may be bypassed in such cases; and
Whereas, Zonzini Pipeline Inc. was contacted to perform the emergency removal
and repouring of concrete slabs at the specified locations and has provided a proposal in the
amount of Nine Thousand One Hundred Three Dollars ($9,103.00); and
Whereas, the City finds that entering into this emergency contractual agreement is
in the best interest of public safety and municipal operations; Now, Therefore, Be It
Resolved That
The City of Mount Vernon, in City Council convened, does hereby ordain and enact:
Section 1. Authorization. Tlie Mayor is hereby authorized to enter into an
emergency contractual agreement with Zonzini Pipeline Inc. for the removal and replacement
of concrete slabs above sanitary and storm sewer mains at Macquesten and West Devonia
Avenue, and 115 Dell Avenue.
Section 2. Exception to Procurement Policy. This agreement is made pursuant
to Section 6(B) of the City of Mount Vernon Procurement Policy, allowing emergency
purchases without competitive bidding due to tlie urgent threat to public safety and
infrastructure.

Section 3. Funding. The total cost of $9,103.00 for the sewer rehabilitation
project shall be charged to Budget Line A8120.405.
