The Board of Ethics of the City of Mount Vernon Minutes of the meeting of June 13, 2022 The meeting was called to order at 7:15 p.m. via Zoom, and ve members were present: Curtis Brewington-Chair; Ed Byrnes, Secretary; John McGlynn, Vice- Chair; Blair Hoplight, Assistant Secretary; and Khendra David, Member. A motion was made and seconded to approve the proposed minutes for 6/1/22. Approved 5-0. Shortly thereafter, Lorna Kirwan, Member, joined the meeting. It was noted that a member of the public, Mary Harris, joined the meeting at some point during the meeting. Progress being made on Board goals A. Curtis reported that he and Ed went to City Hall on June 6 to conduct a review of Financial Disclosure Statements (FDSs). Ed then summarized the various noti cations that he made in the past several days to some persons who either didn’t make certain required FDS lings for not only calendar year 2021, but also for calendar year 2020. Ed noted that noti cations were made to some other persons who did make lings, but that such lings were incomplete in some way. Ed stated that these noti cation efforts would continue into the next month when all Board noti cations should be completed. B. Curtis was requested by John to give an update on the status of the Board members getting city government email addresses. Curtis reported that he’s been following up on this situation with the head of the IT department in order to nd out what is causing the delay. He’s trying to determine if it is because there’s an issue with licenses being issued based on the number of users or some other reason. He will continue in trying to get an answer as to what is causing the delay. Actions taken by the Board at this meeting There was no formal motion or vote taken on any matter, however, there was a consensus that a message be sent to the City Council, which message would inform the Council, in a brief report, that the Board was working on the review of FDSs. It was agreed that the message would not give any particulars about our reviewing progress at this time, but the message would note that at a later date, if there are still violations of the FDS reporting requirements, we would send the Council a report pursuant to the City Code §24-7(I). Ed volunteered that he would draft a message to the City Council, and he would circulate that to all members for their considerations of any changes in the draft. fi fi fi fi fi fi fi fi fi The members made no decision concerning the date of the next Board meeting, and all agreed to end the meeting at 7:40 p.m.
