The Board of Ethics of the City of Mount Vernon
Minutes of the meeting of August 9, 2022
The meeting was called to order at 7:05 p.m. via Zoom, and all seven members
were in attendance, namely, Curtis Brewington, Lorna Kirwan, Khendra David, Ed
Byrnes, John McGlynn, Blair Hoplight, and Dean Bailey.
A motion was made and seconded to approve the proposed minutes for 6/13/22.
Approved 7-0.
The election of of cers for a one year term beginning on August 1 was held. Curtis
Brewington was the only announced candidate for Chair, and he was unanimously
elected. Ed Byrnes was the only announced candidate for Secretary, and he was
unanimously elected. John McGlynn was the only announced candidate for Vice-
Chair, and he was unanimously elected. There were no announced candidates for
the of ce of Assistant Secretary, so that of ce became vacant.
There were ethical complaints and investigations that had to be discussed by the
Board. It was known that these matters were con dential, so a motion was made
and seconded that the Board should go into a con dential session. A vote was
taken, and it was unanimous that the Board would immediately go into such a
con dential session. The Zoom recording stopped while the Board was in the
con dential session.

There were three con dential matters that were discussed:

Note
An additional matter was discussed in this con dential session concerning a
meeting sometime soon with some of the Board members and John Mancini,
Counsel to the New York Conference of Mayors, who is an expert on municipal
issues and government ethics. A maximum of three Board members would be
attending this meeting, and those selected for this were Curtis, John, and Lorna.
One of the topics for discussion with Mr. Mancini would be the relationship between
the Board and the City Council when there might be a lack of cooperation between
the two governmental bodies.

A motion was made and seconded that the Board should move out of the
con dential session. The motion was unanimously approved.
Public session resumes
Upon returning to the public session, there were no further actions by the Board,
and we agreed that our next meeting might be in the second week of September.
All members agreed to end the meeting, and the time was approximately 8:15 p.m.
