Board of Ethics

The Board of Ethics of the City of Mount Vernon Minutes of the meeting of December 14, 2023 The meeting was called to order by the Chair at 6:55 p.m. Board members present in the Mayor’s Conference Room at City Hall were Curtis Brewington, Chair; Ed Byrnes, Vice-Chair; John McGlynn, Secretary; Leslie Alpert, Beresford Granston, and Rev. F. Romall Smalls. Member Blair Hoplight was not present (having provided a good reason for that); he tried to join via Zoom, but technical difficulties prevented that from happening. City Clerk Tanesia Walters was also present. A motion was made to approve the proposed minutes for 11/14/23. The minutes were approved 5-1. Ed reported that of the approximately 70 persons who are required to file Financial Disclosure Statements (FDSs) there was only one person who had failed to file any FDS for calendar year 2022. The name of that person and the consequences of the failure to file the FDS would be discussed in the later confidential session. The Board members discussed the date of the next meeting. It was agreed by all six members present that the next meeting would be on January 11, 2024. Ms. Walters stated that the the meeting would be held in the same room, namely the Mayor’s Conference Room. A discussion was held concerning the fact of Rev. Smalls missing a number of Board meetings. It was agreed that communication among members should be improved regarding the topic of the scheduling and attendance at Board meetings. A motion to go to Executive Session (confidential) was approved 6-0. Public recording was ceased and Ms. Walters left the meeting. Executive Session All matters during this session were con dential in nature, and, therefore, they have been redacted in order to allow this version of the minutes to be available to the public. A motion to end the Executive Session was made and approved 6-0. Ms. Walters joined the meeting and resumed the public recording. fi  Members were thanked for bringing in food to celebrate the Holidays.
