WHEREAS, by letter dated October 28, 2020, the Executive Director of the Youth Bureau has requested legislation authorizing the Mayor to enter into * agreement with the Administration for Children & Families/The Office of Family Assistance in the amount of $745,235.00 per year for five (5) years, not to exceed $3,726,175.00; and WHEREAS, the READY4LIFE/Youth4LIFE project period commences on September 30, 2020 to September 30, 2025; and WHEREAS, the aforesaid agreement will provide comprehensive services to 1,100 Mount Vernon High School students grades 9-12. The READY4LIFE/Youth4LIFE program will address critical elements that aides in youth transitioning into adulthood and gain economic self-sufficiency; NOW, THEREFORE, The City of Mount Vernon, in City Council convened, does hereby ordain and enact: Section 1. WHEREAS, by letter dated October 28, 2020, the Deputy Director of the Youth Bureau has requested legislation authorizing the Mayor to enter into an agreement with Newflex Hoops Inc. dba NewFlex Youth Programs Inc. in the amount of $8,000.00 for the contract period of October 26, 2020 to June 18, 2021; and WHEREAS, the aforesaid agreement is part of an award from New York State Education Department accepted by the City through legislation dated June 28, 2017 in the amount of $1,120,000.00 for the period of July 1, 2017 to June 30, 2022 to administer the 21s' Century Community Learning Centers Program; and ' WHEREAS, the Mount Vernon Youth Bureau will subcontract with Newflex Hoops Inc. dba NewFlex Youth Programs Inc. to conduct workshops during programming at Graham M.S., Benjamin Turner M.S., Graham E.S., Columbus E.S. and Mount Vernon High School. WHEREAS, by letter dated November 9, 2020, the Commissioner of the Department of Recreation has requested legislation authorizing said department to save the 2-story building that was once slated to be a club house for the tennis program located a Memorial Field; and WHEREAS, aforesaid building has been inspected by the City's Engineer to ensure its reliability. The 2-story building was slated to be demolished. This building has approximately $500,000.00 invested. The Recreation Department has plans for a Rec Center for various programs complete with tennis courts when Memorial Field is completed; NOW, THEREFORE, The City of Mount Vernon, in City Council convened, does hereby ordain and enact: Section 1. Purpose Article 1. - Section 1. Purposes The Purposes of this chapter are the following: Gas-powered leaf blowers pollute the environment in 3 ways: exhaust emissions, noise, and particulates/dust blown into the air. Per the Department of Environmental Conservation website: "Emissions from gas powered leaf blowers are substantial. The amount of CO (carbon monoxide) emitted from a 'ical backpack leaf blower for just I hour is equal to CO coming from the tailpipe of a current year automobile operating for over 8 hours. For the other pollutants, the amounts are even greater." "Leaf blowers push 3oo to 7oo cubic feet of air per minute at :*5o to 280 MPH. The resulting dust can contain PM:.5 and PMio particles including pollen and mold, animal feces, heavy metals, and chemicals from herbicides and pesticides." "While more leaf blowers are available with ratings of 65 dB or lower at 5o modern feet, many the market still exceed 7o dB at 5o ft. A leaf blower rated at that are on 7o dB at 5o feet may generate noise levels over :io5 dB at the operator'sears." Much of the work done by gas powered leaf and lawn blowers is often unnecessary, and can be done by more environmentally friendly tools, such as a mulching mower. Article 2. Amendment Article 2.
