JUL2 0 2021 AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO SPE-CjA A MEMORANDUM OF UNDERST ANDING BY AND BETWEEN THE CITY OF NEW YORK AND THE CITY OF MOUNT VERNON TO RENT EIGHT (8) REAR LOADER 25 YARD COLLECTION TRUCKS. WHEREAS, by letter date July 19, 2021 tlie Mayor is requesting legislation autliorizing her to enter into a Memorandum of Understanding ("MOU") by and between tlie City of New York Acting through its Department of Sanitation and the City of Mount Vernon,, and WHEREAS, on July 15, 2021, effective at 9 a.m., the Mayor declared a city- wide state of emergency due to a public health and safety crisis that has threatened the public liealth and safety of the City's residents. Due to tlie City's current inability to rectify this threat, the Mayor has reached out to New York City for assistance, and they have agreed to assist the City of Mount Vernon by allowing us to rent eight (8) Rear Loader 25 Yard Collection trucks from the NYC Department of Sanitation for a period of 90 days for $1.00 per truck available in Budget Code A8160.203 (DPW Sanitation- Equipment); NOW, THEREFORE, Tlie City of Mount Vernon, in City Council convened, does hereby ordain and enact: Section 1. The City Council does hereby authorize the Mayor to enter into a Memorandum of Understanding ("MOU") by and between the City of New York Acting tl'u'ough its Department of Sanitation and the City of Mount Vernon. Section 2. The City Council does liereby authorize tlie City of Mount Vernon to rent eight (8) Rear Loader 25 Yard Collection Ttucks from the NYC Department of Sanitation for a period of 90 days at a cost not to exceed $1.00 per truck available in Budget Code A8160.203 (DPW Sanitation-Equipment). Section 3. The City Council does hereby authorize DSNY to transport the Tnicks from DSNY's Bronx 12 Garage at 1635 East 233rd Street, Bronx, NY 10475 in which they are stored and deliver them to Mount Vernon at City of Mount Vernon Department of Public Works, 33 Canal Street, Mt. Vernon, MY 10550. DSNY shall pick up the trucks from Mount Vernon at the end of the term in the same condition in which they were provided to Mount Vernon, reasonable wear and tear excepted. While the normal course of action is a City Council resolution and Board of Estimate approval; during this declared State of Emergency we agreed that we needed to expedite this process.
