This ordinance shall take effect upon its approval by the Board of Estimate and Contract. o 0 CCI APPROVED Dept. JUN 8 AN ORDINANCE AUTHORIZING THE DEPARTMENT OF MANAGEMENT SERVICES TO PURCHASE 100 LENOVO THINKPADS FOR CITY HALL AND THE POLICE DEP ARTMENT WITH ARPA FUNDS WHEREAS, by letter dated May 18, 2022, the Commissioner of the Department of Management Services has requested legislation authorizing said department to purchase 100 Lenovo ThinkPads for City Hall and the Police Department with ARPA funds in order to facilitate remote work in light of COVID 19 pandemic; and WHEREAS, our computers are on average over 7 years old, slow, and do not support remote work. The one hundred (100) laptops were purchased for the PD and City Hall to replace the old desktops and provide portability to use anywhere. The purchase of laptops is one of the City's "Mitigation measurements in small business, nonprofits, and impacted industries and as a COVID-19 mitigation and prevention measure to enable safe reopening." SHI International Corp. is a preferred vendor, NYS OGS contract 22802 and have quoted an amount of $195,000.00 for one hundred (100) laptops; NOW, THEREFORE, The City of Mount Vernon, in City Council convened, does hereby ordain and enact: Section 1. Mayor JUN - 8 AN ORDINANCE AUTI-IORIZING THE DEPARTMENT OF PUBLIC WORKS TO PURCHASE 2,000 CITY-OWNED RECYCLE BINS USING ARPA FUNDS WHEREAS, by letter dated June 2, 2022, the Cornrnissioner of the Department of Public Works has requested legislation authorizing said department to purchase 2,000 City-owned recycle bins and lids using ARPA funds at a total cost of $59,850.00; and WHEREAS, the City of Mount Vernon has the potential to divert approximately 500,000 pounds (250 tons) of recyclables by purchasing and distributing 2,000 32-gallon recycle binds and lids. The first phase of distributing 2,000 recycle bins, will be on a first come first serve basis to property owners in need and those who would like to participate; and WHEREAS, as the City of Mount Vernon continues to encourage its residents and business owners to "Love Our City," the Department of Public Works is working on ways to improve our waste diversion rate. Waste diversion is the prevention and reduction of generated waste through source reduction, recycling, reuse, or composting. This solution generates a host of environmental, financial, and social benefits, including conserving energy, reducing disposal costs, and reducing the burden on landfills and other waste disposal methods; and WHEREAS, Rehrig Pacific Company has been identified as the vendor to supply new city branded recycle bins and lids to be available to property owners on a first come first serve basis. The recycle bins are City property, if the property owner chooses to sell their property, the recycle bin must be returned to DPW. Rehrig Pacific Company has quoted the City of Mount Vernon the amount of $59,850.00 for 2,000 32-gallon recycle bins and lids via Sourcewell contract #04i 521-REH, which is a 25% discount of their regular price; NOW, THEREFORE, The C.ity of Mount Vernon in City Council convened, does hereby ordain and enact: Section 1. The Department of Public Works is hereby authorized to purchase 2,000 City-owned recycle bins and lids using ARPA funds at a total cost of $59,850.00. Section 2. The Department of Public Works provide barricades at the intersections of East 2nd Street and South Ist Avenue and East 2nd Street and South 2nd Avenue to stop East and West bound traffic on East 2nd Street, and Auxiliary police are to be utilized for traffic control for both safety and interaction in the community. Section 4. The use of the aforesaid streets for the aforesaid purpose shall be under the supervision of the Department of Public Works. During the use of said streets, it shall be maintained, cleaned and kept in good condition by said UNITY BAPTIST TABERNACLE at its own expense. The permission hereby granted is further conditioned upon the maintenance of access to such street at all times for emergency service in the event of necessity therefor. Section 5. The foregoing permission is granted upon the express condition that said UNITY BAPTIST TABERNACLE shall assume all liability for and will indemnify and hold the City of Mount Vernon harmless of and from any and all damages that occur to persons or property by reason of the holding of said "Annual Unity and the Community Block Party" block event and with respect to the use of the rolling platform, and that said UNITY BAPTIST TABERNACLE before acting upon this ordinance, shall file with the City Clerk and to be approved by the Corporation Counsel, a public liability insurance policy covering the City of Mount Vernon as an additional insured with policy limits of at least $1,000,000.00 per occurrence. 7 JUN - 8 Section 6. They took their contemporary sound in multiple prisons, throughout the State of New York, reaching the lost souls for Jesus Christ; and WHEREAS, EISHOP ELECT SR. PASTOR BARRYADDISON along with two other members founded another music vocal group Christ Sent in 1981. Over the years, the group has gained wide success spreading the Gospel, throughout the land. Pastor Barry has ministered at numerous venues and on several television shows and was featured in many publications. The anticipation is to have over 100 students, parents, partners, and community members in attendance. The purpose of the event is to increase awareness of CAPP services, Youth Bureau offerings, disseminate community resources which includes providing exposure of programs that serve youths in tlie LGBTQ+ community; NOW, THEREFORE, The City of Mount Vernon, in City Council convened, does hereby ordain and enact: Section 1.
