A “SPECIAL” MEETING OF THE CITY OF THE MOUNT VERNON CITY COUNCIL
HELD ON FRIDAY, AUGUST 19, 2022.
Scheduled for 12:00 pm in the City Council Chambers, City Hall, Mount Vernon, New York.
*** Due to the ongoing pandemic this meeting was held in the council chambers, with virtual
participation via ZOOM and CMVNY Facebook. The meeting was not closed to the public however,
the maximum number of in-person occupant was limited ***

The LEGISLATION AND PUBLIC WORKS Committee recommends for ADOPTION the following entitled
legislation:
Item No. 1 (AMENDMENT) An ordinance amending Ordinance No. 8 adopted on August 10, 2022,
entitled “An Ordinance Authorizing the Department of Public Works to purchase new City trash cans
($19,036.00, ARPA Funds under NYS OGS Contract #PC67464)
Item No. 2 (AMENDMENT) An ordinance amending Ordinance No. 13 adopted on August 10, 2022,
entitled “An Ordinance authorizing the Mayor to enter into an agreement with the New York State
Environmental Facilities Corporation (“NYS EFC”) to accept grant funds for capital improvement projects
throughout the City” ($5,000,000.00).
Note: On the question, Councilwoman Browne confirmed that this is correction of the budget code.

The FINANCE AND PLANNING Committee recommends for ADOPTION the following entitled legislation:
Item No. 3 (PERMISSION) An ordinance requesting permission to create and add a Finance and
Employee Benefits Specialist position, reallocate funds within the Salary Line A1315.101 from the Senior
Keyboard Specialist position to cover the salary of the newly added position for the remainder of the year
within the Department of Finance.
On the question: Councilwoman Browne asked Comptroller Morton to explain the rationale for the
position of senior keyboard specialist. Comptroller Morton explained the purpose of the revamped
position: to work alongside payroll and HR to work with benefits. Comptroller Morton further explained
this position will oversee duties that were bifurcated out. In addition, financial and clerical duties were
added to the position to address present day needs of employment and finance. Councilwoman Gleason
queried, “upon approval, will (the City) go out for advertisement?” Comptroller Morton advised the
position was advertised, the City received candidate resumes and several interviews have taken place.

AN ORDINANCE AMENDING ORDINANCE NO. 8
ADOPTED ON AUGUST 10, 2022, ENTITLED "AN
ORDINANCE AUTHORIZING THE DEPARTMENT OF
PUBLIC WORKS TO PURCHASE NEW CITY TRASH CANS"
The City of Mount Vernon, in City Council convened, does hereby
ordain and enact:
Section 1. The first decretal paragraph, the fourth paragraph, Section l
and Section 2 of Ordinance No. 8, adopted on August 10, 2022, entitled "AN
ORDINANCE AUTHORIZING THE DEP ARTMENT OF PUBLIC WORKS TO
PURCHASE NEW CITY TRASH CANS" is hereby amended as follows:
WHEREAS, by letter dated August 4, 2022, the Commissioner of the
Department of Public Works has requested legislation authorizing the purchase of
fifty (50) perforated steel 55-gallon round jtwo thousand (2,000) 32-Gallon Round
Bin new Cityl trash cans using ARPA Funds at a total cost of $19,036.00 under NYS
OGS Contract #PC67464; and
WHEREAS, the City has battled an ongoing littering, illegal dumping and
scattered debris nuisance for many years. These afflictions have compounded into
rodent and rat infestations, foul odors, backed-up sewer lines, and a lack of pride in
our cornrnunity; and
WHEREAS, the City encourages its residents and business owners to
"Love Our City," DPW is working on ways to improve our quality of life. One of
the main concerns is the lack of proper receptacles placed around the City's business
and transit districts; and
WHEREAS, Global Industrial has been identified as the vendor to supply
new trash cans to be placed throughout the City. Global Industrial has given the City
a quote of $19,036.00, which is at a 55% discount of their regular price for
perforated steel 55-gallon round [two thousand (2,000) 32-Gallon Round Bin new
Cityl trash cans under NYS OGS Contract #PC67464; NOW, THEREFORE,
The City of Mount Vernon in City Council convened, does hereby ordain
and enact:
Section 1. The Department of Public Works is hereby authorized to
purchase fifty (50) perforated steel 55-gallon round jtwo thousand (2,000) 32-Gallon
Round Bin new City] trash cans using ARPA Funds at a total cost of $19,036.00

SPECIAL Section 2. Funds for the aforesaid is available through the American
Rescue Plan - Negative Economic Impacts - Streetscape Litter Reduction. The
Account Code for the expenditure is A8170.447ARP. J(A8020.101ARP). This
contract is a State contract and therefore exempt from the bid requirements.]

enact:

MAYOR TO ENTER INTO AN AGREEMENT WITH THE NEW YORK STATE
ENVIRONMENTAL FACILITIES CORPORATION ("NYS EFC") TO ACCEPT
GRANT FUNDS FOR CAPITAL IMPROVEMENT PROJECTS THROUGHOUT
THE CITY" is hereby amended as follows:
WHEREAS, by letter dated August 9, 2022, the Commissioner of the
Department of Public Works requested legislation authorizing the Mayor to enter into
an agreement with the New York State Environmental Facilities Corporation ("NYS
EFC") to accept grant funding in the aggregate amount of $5,000,000.00 to fund
Capital Improvement Projects throughout the City as identified in the June 2022 Illicit
Discharge Plan ("IDAP"); and
WHEREAS, the contract shall being on the date of execution by the Mayor
and remain in effect until March 31, 2027, unless extended by written agreement by
the parties; NOW, THEREFORE,
The City of Mount Vernon, in City Council convened, does hereby ordain and
enact:
Section 1. The Mayor is hereby authorized to enter into an agreement with
the New York State Environmental Facilities Corporation ("NYS EFC") to accept grant
funding in an aggregate amount of $5,000,000.00 to fund Capital Improvement
Projects throughout the City as identified in the June 2022 Illicit Discharge Plan
("IDAP").
Section 2. The funds will be deposited into Revenue Code H3990 (State
Aid, Sewer Cap Pro) [to be appropriated toJ and accounted for in the following capital
fund accounts:

* H8140.203 C935: Storm Sewer in the amount of $1,000,000.00.

OF THE YEAR WITHIN THE DEPARTMENT OF FINANCE
WHEREAS, by letter dated August 16, 2022, the Comptroller has
requested legislation be enacted to create and add the position of Finance and
Employee Benefits Specialist (Grade 14, Step l), at an annual salary of
$67,008.33, reallocate $20,617.95 within Salary Line A1315.101 (Salaries and
Wages) from the Senior Keyboard Specialist position to cover the salary of the
Finance and Employee Benefits Specialist position within the Department of
Finance for the remainder of the fiscal year; and
WHEREAS, after careful review of the roles and responsibilities within
the Department of Finance and to provide a more streamline process related to
general financial operations and the employee benefits program, it was
determined that the Senior Keyboarding Specialist position is no longer relevant
nor applicable. The Finance and Employee Benefits Specialist position will
provide more advanced and expansive duties to meet the needs of the City,
constituents and employee at this time; and
WHEREAS, the Finance and Employee Benefits Specialist will support
the Comptroller, collaborate with our Human Resources Department and the
various external agencies, including NYS Retirement and NYSHIP. The
incumbent will perform general financial clerical support tasks, coordination of
employee benefits initiatives, enrollment, recertification; policy and procedure
development, employee benefits record keepings and data analysis; and
WHEREAS, the 2022 Adopted Budget included $56,004.00 in
A1315.101 for the Senior Keyboard Specialist position which has been vacant
since January 1, 2022, we have a salary saving in the budget line, and enough
funding to cover the balance of the proposed annual salary for the remainder of
the fiscal year ($20,617.95). No additional funding is required for this position;
NOW, THEREFORE,
The City of Mount Vernon, in City Council convened, does hereby
ordain and enact:
Section 1. The Comptroller is hereby authorized to create and add the
position of Finance and Employee Benefits Specialist (Grade 14, Step l), at an
aruiual salary of $67,008.33, reallocate $20,617.95 within Salary Line
