City Clerk City Council Meeting Minutes April 10, 2024 A REGULAR MEETING OF THE CITY OF THE MOUNT VERNON CITY COUNCIL HELD ON WEDNESDAY, APRIL 10, 2024 Scheduled for 7:00 pm in the City Council Chambers, City Hall, Mount Vernon, New York. *** This meeting was held in the City Council Chambers, with virtual participation via ZOOM and CMVNY Facebook. The meeting was not closed to the public.*** PRESIDING: Cathlin B. Gleason, President OTHERS: Tanesia M. Walters, City Clerk; Antoinette Anderson, Legislative Aide; Brian G. Johnson, Corporation Counsel; Johan Powell, Deputy Corporation Counsel. CALL TO ORDER / PLEDGE OF ALLEGIANCE Lead by Councilmember Boxhill. Council President Cathlin B. Gleason called the meeting to order and provided general house-keeping rules, including encouraging citizens to share the meeting on social media and what to do “in case of emergency”. Council President Gleason explained the 3-minute-plus-1 public comment rule. She then asked a Councilperson to lead the council in the Pledge of Allegiance. Council President then proceeded to the Public Speakers session of the evening (listed below as public comment). Page 1 of 9 City Council Meeting Minutes April 10, 2024 PUBLIC COMMENT Tavernise McClary, 2931 Cortlandt St, Mount Vernon, NY-DuAl Fuel has three parking lot that they do not utilize, they park personal vehicles on the streets which takes parking away from the residents. Requesting residential only parking sections. Council Response: Councilmember Boxhill - I do not believe we have anything on the books that can keep the vehicles from parking on the streets. I do wish they would be good neighbors, but we'll see if we can get some municipal parking in the area. Councilmember Thompson - I was looking up the address and that is two-way street, with very limited parking on one side. I am familiar with Dual Fuel, I will give them a call and possibly stop by and speak with them. Councilmember Poteat - Question for the council. Our commercial parking process, does that trip into that or is it completely something different? Council President Gleason - That is more for commercial trucks. Councilmember Browne - We do not have regulations to enforce personal vehicles, they are allowed to park on the public streets. However, we are in process of a comprehensive plan and parking in the city is an issue. I would encourage you to come out and speak at one of these meetings. It is not an immediate change, the comprehensive plan would take about a year to implement. Council President Gleason - We will reach out to the necessary agency to see if a handicap space can be put next to your building. Reach out to our Legislative Aide Antoinette Anderson. By law city council is suppose to review and update every year but the last update was May 1992. Councilmember Browne - Found items that needed to be corrected before the legislation should be passed. Help caregivers by giving them kindness and a break. Councilmember Poteat - Shout out to the Fleetwood Association on coming out to the comprehensive plan meeting. Council President Gleason - I'm returning from Mount Vernon Day in Boca Raton in Florida. I encourage everyone that can do to go, it happens every two years.
