Fire Department: An Ordinance Autliorizing the Mayor to Enter into an Agreement with Empress Emergency Medical Service (EMS) for Ambulance and Paramedicine Services OTHER BUSINESS/CLOSING COMMENTS Page 1 of l DEC I 6 202 SPEC AUTHORIZING THE AN ORDINANCE MAYOR TO ENTER INTO CONTRACTS WITH WEATHERTIGHT AND NUVISTA FOR EMERGENCY REPAIRS TO THE ROOF OF THE POLICE AND COURTS BUILDING AND APPROPRIATING FUNDS FROM THE AMERICAN RESCUE PLAN ACT (ARPA) BUDGET CODE H1620.203 WITH PROJECT CODE C930 AND H1620.203 WITH PROJECT CODE C952 Whereas, by letter dated December 11, 2024, the Deputy Commissioner of the Department of Public Works has requested legislation authorizing the Mayor to enter into contracts with WEATHERTIGHT and NUVISTA for emergency repairs to the roof of the Police and Coiuts building, ensure the integrity and fiinctionality of critical infrastructure, and allocate funds for this purpose from the American Rescue Plan Act (ARPA) Budget Code H1620.203 with Project Code C930 and Budget Code H1620.203 with Project Code C952; and Whereas, the City of Moiu'it Vernon owns the building that houses the Police and Co'iut and its only local inter- and intra-department communications system, a critical facility for public safety and operational fiinctionality; and Whereas, a comprehensive review and assessment by Environetics (ENV), documented in Project 2409I, identified severe stnictural deficiencies in the building envelope, including the roof, eaves, flashing, gutters, and dormers, which have resulted water damage that impacts police operations and court staff functions; and in ongoing Whereas, this Honorable Body previously declared an emergency on November 26, 2024, in response to the building's deteriorating condition, recognizing the urgency to address the stnictural isSues to protect the integrity of police operations, officer safety, and the safety of the public; and Whereas, the findings of the Environetics (ENV) report categorized the required repairs into three groups: (1) Emergency, (2) High Priority, and (3) Necessary Repairs/Renovations, with the Emergency category being the most critical and directly responsible for the ongoing water damage and operational risk; and Whereas, the City of Mount Vernon has determined that bifurcating the roof repair by task is the most efficient project approach, with WEATHERTIGHT assigned roof repairs and N[JVISTA assigned to repair the peak/pitched roof to address the flat areas, given their respective expertise and proven track records with prior city projects; and Whereas, WEATHERTIGHT's estimate for its portion of the project totals $700,750.00, and NUVISTA's estimate for its portion of the project totals $620,000.00, for a combined total project cost of $1,320,750.00; and Whereas, the City of Mount Vernon seeks to finance this project using American Rescue Plan Act (ARPA) funds under Budget Code H1620.203 with Project Code C930 and Budget Code H1620.203 with Project Code C952 to support essential infrastructure improvements that promote public safety and operational integrity; and Whereas, the irnrnediate repairs to the Police and Courts building roof will safeguard public safety, protect essential cornrnunication infrastructure, and prevent further costly damage to the building's internal structure; Now, Therefore, Be It Resolved That  DEC1 6 2!12 3PECjAL The City of Mount Vernon, in City Council convened, does hereby ordain and l enact: Section 1. Purpose. The purpose of this Ordinance is to authorize the Mayor to enter into contracts with WEATHERTIGHT and NUVISTA for emergency repairs to the roof ofthe Police and Courts building, ensure the integrity and functionality of critical infrastnicture, and allocate funds for this purpose from the American Rescue Plan Act (ARPA) Budget Code H1620.203 with Project Code C930 and .and Budget Code H1620.203 with Project Code C952. Section 2. Authorization to Enter into Contracts. The Mayor is hereby authorized to enter into contracts with the following companies for the following work: 1. WEATHERTIGHT: To address flat roof repairs at a total cost of $700,750.00. 2. NUVISTA: To address peak/pitched roof repairs at a total cost of $620,000.00. The total cost of the project is $1,320,750.00. Section 3. Funding. The total cost of the emergency roof repair project, $1,320,750.00, shall be funded from the American Rescue Plan Act (ARPA) Budget Code H1620.203 with Project Code C930 and Budget Code H1620.203 with Project Code C952. This includes the contractual obligations to WEATHERTIGHT and N[JVISTA to complete the emergency roof repair work. Section 4. Findings of Necessity and Emergency. The City Council finds and declares that the repair and replacement of the roof on the Police and Courts building is an emergency under the terms established by the prior declaration on November 26, 2024. Theurgencyisbasedontheneedtopreventfurtherwaterdarnage,protectessential communication systems, and ensure officer and public safety. Section5. Contract Terms and Conditions. The contracts with WEATHERTIGHT and NUVISTA shall contain terms and conditions as deemed appropriate by the City's Legal Department and applicable state, and federal local, procurement regulations. The Director of Management Services and the Deputy Commissioner of Public Works shall oversee and ensure compliance with contract deliverables. Section 6. Effective Date. This Ordinance shall take effect immediately upon its approval by the Board of Estimate & Contract. T" a = e 2 Mayor DEC1 6 2U24 AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH EMPRESS C2 EMERGENCY AMBULANCE MEDICAL AND PARAMEDICINE SERVICE (EMS) SERVICES FOR Whereas, by letter dated November 29, 2024, the Cornrnissioner of the Fire Department has requested legislation authorizing the Mayor, on behalf of the City of Mount Vernon, to execute a contract with Empress Emergency Medical Service to provide EMS and pararnedicine services under the terms outlined in this Ordinance; and Whereas, the City of Mount Vernon Fire Department has identified a critical need to maintain and enhance emergency medical services (EMS) for its residents; and Whereas, Empress Emergency Medical Service (EMS) has submitted a proposal to deliver comprehensive ambulance and cornrnunity paramedicine services, which includes the provision of four (4) ambulances operating 24/7 - one (l) Advanced Life Support (ALS) unit and three (3) Basic Life Support (BLS) units - along with a Community Paramedicine (CP) program operating for ten (10) hours per day, five (5) days per week; and; and Whereas, the proposed agreement with Empress EMS includes the use of City- owned ambulances, thereby expanding EMS coverage and improving the quality of emergency medical response in Mount Vernon; and Whereas, the contract term will run from January 1, 2025, through December 31, 2026, with annual stipend rates of $1,015,948 for 2025 and $1,066,754 for 2026, to be disbursed in monthly installments and funded through Budget Line A4540.405 and 4540.203ARP; and Whereas, the City Council recognizes the importance of this agreement in ensuring timely, effective, and high-quality medical care for the residents of Mount Vernon; Now, Therefore, Be It Resolved That The City of Mount Vernon, in City Council convened, does hereby ordain and enact: Section 1. Definitions. 1. Empress EMS: Empress Emergency Medical Service, a provider of ambulance and paramedicine services. 2. Advanced Life Support (ALS): High-level emergency medical care provided by pararnedics, including advanced airway management, cardiac monitoring, and medication administration. 3. Basic Life Support (BLS): medical care focused on Emergency non-invasive life-saving procedures, typically provided by emergency medical technicians (EMTs). 4. Community Paramedicine (CP): A healthcare program that provides preventive care and non-emergency medical services within the community to reduce hospital visits and improve patient outcomes. Section 2. to Execute Agreement. The City Council hereby Authorization authorizes the Mayor, on behalf of the City of Mount Vernon, to execute a contract with Empress Emergency Medical Service to provide EMS and paramedicine services under the terms outlined in this Ordinance DECI 6 2024 Section 3. Scope of Services. 1. Ambulance Coverage: o One (l) Advanced Life Support (ALS) ambulance. o Three (3) Basic Life Support (BLS) ambulances. o Coverage shall be provided 24 hours per day, seven days per week. 2. Community Paramedicine Program (CP): o Services should be provided for ten (10) hours per day, five (5) days per week. 3. Use of City-Owned Ambulances: o Empress EMS will utilize ambulances owned by the City of Mount Verrion. 4. Service Enhancements: o Increased EMS coverage throughout the city. o Improved response times and medical outcomes. Section 4. Contract Term and Financial Terms. 1. Contract Term: o Effective Date: January 1, 2025. o ExpirationDate:December31,2026. 2. Annual Stipend Rates: o 2025: $1,015,948, disbursed in monthly installments of $84,662.33. o 2026: $1,066,754, disbursed in monthly installments of $88,896.16. 3. Funding Sources: o Budget Line: A4540.405 and A4540.203 ARP. Section 5. Enhanced Medical Response and Quality of Care. The agreement with Empress EMS will: 1. Enhance the quality of medical care and emergency response within the City of Mount Vernon. 2. Provide additional EMS resources to ensure the safety and well- being of the city's residents. Section6. Implementation and Oversight. The Fire Department shall oversee the contract's implementation and administration and ensure compliance with all the terms and conditions outlined in the agreement.
