Fire Depaitment: An Ordinance Authorizing the Addition of Ten (10) Firefighter Positions in tlie 2025 City Budget and to Transfer Funds from tlie Contingent Fund to the Fire Department Salary Line Code: PSC OTHER BUSINESS/CLOSING COMMENTS Page l ofl A% 2 5 SPECIA AN ORDINANCE AUTHORIZING THE OFFICE OF THE CITY CLERK ST AFF TO I ATTEND LASERFICHE THE IIC COMMUNITY EDUCATIONAL DEVELOPMENT WORKSHOP ON SEPTEMBER 9 & 10, 2025 Whereas, in correspondence dated August 15, 2025, the Commissioner of tlie Department of Assessment formally requested authorization for tlie i'nembers of the Office of the City Clerk staff listed below to attend the ICC Community Development Laserfiche Educational Workshop on September 9, 2025, and September 10, 2025; and Whereas, the Office of the City Clerk has digitized all vital records and utilizes the Laserficlie records management software to access, manage, and maintain said documents; and Whereas, the ICC Community Development Laserficl'ie Edu'cational Workshop, to be lield on September 9, 2025, in Farmingville, New York, and on September 10, 2025, in North Hills, New York, provides vital training for staff to enhance their operational knowledge, navigation, and utilization of the Laserfiche platform; and Whereas, this training is essential as several staff members have not yet received formal Laserfiche training, and the Clerk's Office continues to internally scan and upload documents to tlie Laserfiche platfori'n; and Whereas, attendai'ice at this educational workshop will ensure staff efficiency in records management processes, improve internal operations, and provide necessary professional development; and Whereas, tlie lCC Community Development Laserfiche Educational Workshop is free of cliarge, with reimbursement for travel-related expenses (mileage and tolls) not to exceed $300.00, to be expensed from budget line A1410.402 (Travel Expense); and Whereas, to ensure uninterrupted office operations, staff attendance will be divided across botli sessions as follows: Tuesday, September 9, 2025 - Farmingville, New York o Kimberly Joshua - Executive Administrative Assistant o Jeralyn Escamilla - Records Specialist o Nicole Bonilla - City Clerk Wednesday, September 10, 2025 - North Hills, New York o N'Quan Stephens - Senior Accountant o Megan Blades - Administrative Assistant o Jordan Riullano - Deputy City Clerk NOW, THEREFORE, BE IT RESOLVED, that the City of Mount Vernon, in City Council convened, does hereby ordain and enact, as follows: Section 1. Authorization. Tlie City Council hereby authorizes the above-listed members of the Office of tlie City Clerk staff to attend the ICC Community Development Laserficlie Educational Worksliop on September 9, 2025, and September 10, 2025. Section 2. Expenses. The City Council further autliorizes reimbursement for travel- related expenses, including mileage and tolls, not to exceed $300.00, to be charged to budget line A1410.402 (Travel Expense). Section 3. Effective Date. This Ordinance shall take effect immediately upon approval by the Board of Estimate & Contract. 'co' Co F:, :O C Counci (Oa5o) a)a) rED s@Arit THIS CLa:l ]w[" BY Mayor AN ORDINANCE AUTHORIZING THE ADDITION OF TEN (10) FIREFIGHTER POSITIONS IN THE 2025 CITY BUDGET AND TO TRANSFER FTJNDS FROM THE CONTINGENT FUND TO THE FIRE DEPARTMENT SALARY LINE Whereas, in correspondence dated ,%igust 22, 2025, the Commissioner of the Fire Department fornnally requested authorization for the creation and addition of ten (10) firefighter positions in the 2025 City of Mount Vernon budget; and Whereas, the City of Mount Vernon recognizes the essential role of the Fire Department in protecting the lives, safety, and property of its residents; and Whereas, in order to maintain adequate staffing and ensure the highest level of emergency response and public safety, the addition of ten (10) firefighter positions has been deemed necessary; and Whereas, the total funding required to support these positions through the end of Fiscal Year 2025 is $175,000; and Whereas, the Fire Department currently has two (2) vacancies, resulting in salary savings of approximately $92,000, thereby reducing the net funding required; and Whereas, to fund the balance of $83,000, it is necessary to transfer funds from the Contingent Fund (A1990.493) to the Fire Department Salary Line (A3410.101); Now, Therefore, Be It Resolved That The City of Mount Vernon, in City Council convened, does hereby ordain and enact: Section 1. Authorization of Positions. The City Council hereby authorizes the creation and addition of ten (10) firefighter positions in the 2025 City of Mount Vernon budget. Section 2. Funding Requirement. The total :tunding required to support these positions through year-end 2025 is $175,000, offset by $92,000 in salary savings from two (2) existing vacancies within the Fire Department. Section 3. Transfer of Funds. The Comptroller is hereby authorized and directed to transfer the sum of Eighty-Three Thousand Dollars ($83,000) from budget line A1990.493 (Contingent Fund) to budget line A3410.101 (Fire Department Salary Line).
