Minutes of the City of Mount Vernon Industrial Development Agency June 16, 2022 A meeting of the Board of Directors (“Board”) of the City of Mount Vernon Industrial Development Agency (“Agency”) was held on Thursday, June 16, 2022 in the Mayor’s Conference Room, City Hall, 1 Roosevelt Square, Mount Vernon, New York 10550 and via video conference. Present: Hon. Shawyn Patterson-Howard Darren M. Morton, Ed.D Brian Johnson Stephanie Vanderpool Excused: None Absent: None Also Present: Michael Curti, Esq., Harris Beach PLLC Julie Marshall, Harris Beach PLLC Robin Mack, Director of Business Development, City of Mount Vernon Linda Hannigan, CPA, RBT CPAs LLC The meeting was called to order at 10:07 AM by Chairwoman Patterson-Howard. A quorum of members was present. The IDA meeting was recessed and a meeting of the IDA Audit and Finance Committee was called to order. Motion by D. Morton, seconded by S. Patterson-Howard to enter into executive session at 10:10 AM to discuss the financial condition of the Agency. The motion was unanimously approved. Motion by B. Johnson, seconded by S. Vanderpool to exit executive session and return to public session at 10:18 AM. The motion was unanimously approved. No action was taken during Executive Session. The meeting of the Audit and Finance Committee was adjourned. The meeting of the IDA was reconvened. Minutes of the May 26, 2022 meeting were reviewed and unanimously approved. Financial Report Ms. Hannigan reviewed the draft 2019 Audit Report. The final report will be presented at the July meeting. A written financial report was provided to the board. Business Development Report R. Mack reported that there is significant interest by cannabis related businesses in locating in the City of Mt. Vernon. Mr. Johnson reminded the board that all businesses are required to go through the zoning and building permit process. Ms. Mack stated that the New York State Office of Cannabis Management will be scheduling workshops for businesses. Three (3) business development programs will be offered in conjunction with local partners including the US Small Business Administration, Goldman Sachs and WEOC (Westchester Educational Opportunity Center). Resolutions Resolution 6/2022-1 Authorizing Payment of Invoices The resolution was reviewed and unanimously adopted. New Business None Report of Agency Counsel Mr. Curti stated that lease negotiations related to the South 4th Avenue property will be presented at the July meeting. The contract with Storrs Associates will also be presented at the July meeting and the 2019 Audit Report will be adopted at that time. A motion was made by B. Johnson, seconded by D.
