Minutes of the City of Mount Vernon Industrial Development Agency March 9, 2023 A special meeting of the Board of Directors (“Board”) of the City of Mount Vernon Industrial Development Agency (“Agency”) was held on Tuesday, March 9, 2023 in the Mayor’s Conference Room, City Hall, 1 Roosevelt Square, Mount Vernon, New York 10550 and via video conference. Present: Darren M. Morton, Ed.D Brian Johnson Stephanie Vanderpool Excused: Hon. Shawyn Patterson-Howard Absent: None Also Present: Michael Curti, Esq., Harris Beach PLLC Julie Marshall, Harris Beach PLLC Robin Mack, Director of Business Development Andrea Haynes, Director of Economic Development, City of Mt. Vernon The meeting was called to order at 10:23 AM by Vice-Chairman Morton. A quorum of members was present. Minutes Minutes of the January 31, 2023 meeting were reviewed and unanimously approved. Financial Report Treasurer Morton reviewed the financial statements. He noted that PILOT payments, rents and fees are currently being collected with a good response rate. Follow-up on receivables is underway. The 2020/2021 Fiscal Audit is complete and will be issued upon receipt of the signed Agency Representation Letter. When issued, the IDA can complete the outstanding PARIS Reports. Business Development Report Robin Mack provided an update on business development activities which include a cannabis industry seminar, working with New York State Workforce Development, seeking a tenant for the currently vacant Bed Bath & Beyond space and small business assistance workshop. Resolutions Resolution 3/2023-1 Authorizing Payment of Invoices The resolution was reviewed and unanimously adopted. Resolution 3/2023-2 Authorizing Settlement of Litigation The settlement includes payment of full arrearage together with 50% of penalty and interest. The resolution was reviewed and unanimously adopted. New Business None Report of Agency Council Mr. Curti stated that the Agency will consider revisions to the Agency’s Uniform Tax Exemption Policy (UTEP) at the April meeting. The next meeting of the IDA Board will be held on Thursday, April 13, 2023 at 10:00 AM. A motion was made by D. Morton, seconded by B. Johnson to adjourn the meeting.
