Minutes of the City of Mount Vernon Industrial Development Agency October 31, 2023 A special meeting of the Board of Directors (“Board”) of the City of Mount Vernon Industrial Development Agency (“Agency”) was held on Tuesday, October 31, 2023 in the Mayor’s Conference Room, City Hall, 1 Roosevelt Square, Mount Vernon, New York 10550 and via video conference. Present: Hon. Shawyn Patterson-Howard Darren M. Morton, Ed.D Stephanie Vanderpool Brian Johnson, Esq. Orville Gayle (Board of Education Representative) Excused: None Absent: None Also Present: Michael Curti, Esq., Harris Beach PLLC Julie Marshall, Harris Beach PLLC (via remote meeting) Robin Mack, Director of Business Development Victoria Storrs, Storrs Associates Jonathan Gertman, NRP Group John Burman, NRP Group The meeting was called to order at 9:18 AM by Chair Patterson-Howard. A quorum of members was present. Minutes Minutes of the September 12, 2023 meeting were reviewed. Motion by D. Morton, seconded by S. Vanderpool, the minutes were approved. Financial Report Treasurer Morton reviewed the financial statements including administrative fees and PILOT payments received to date. He stated that there is 1 past due PILOT and administrative fee payment. The owner has requested a payment plan. The board authorized a payment plan together with penalties and interest. Mr. Curti reported that weekly calls are being held with the auditor to complete the 2022 audit report. The draft report will be presented at the November 9th meeting. Responses to the Request for Proposals for Audit Services related to fiscal years 2023-2025 are due October 31st at 4 PM. Motion by D. Morton, seconded by S. Patterson-Howard, the financial report was unanimously approved. Business Development Report Robin Mack reported that she is working with the zoning department in the re-drafting of zoning policies to align with state requirements related to the retail cannabis industry. Ms. Mack continues to work on the business registration program to ensure that city business are properly registered with the City and State. Economic Development Report Chair Patterson-Howard suggested that the Chamber of Commerce be invited to meet with City Council. Resolutions Resolution 10/2023-1 Authorizing Payment of Invoices Motion by D. Morton, seconded by B. Johnson, the resolution was unanimously adopted. New Business Victoria Storrs presented the Cost Benefit Analysis (CBA) for the proposed 115 Macquesten Project. The CBA is calculated on a shelter rent, 30 year PILOT. The project requires IDA assistance to move forward. The developer will be delivering much needed housing in the City. Some of the proposed developer investments such as streetscape improvements are not measurable and not captured in the CBA. Approximately 33 additional students, distributed among all grade levels, are anticipated as a result of the projectp. Mr. Curti stated that the next steps are to schedule a public hearing on the project. The hearing will be held on November 30th. There was no further legal update and no new business. The next meeting of the IDA Board will be held on Thursday, November 9, 2023 at 10:00 AM. There being no further business, a motion was made by D. Morton, seconded by B.
