4. Approval of February 2, 2024 Minutes: Motion to approve by Assessor Vanderpool,
seconded by Council President Gleason. All were in favor – the motioned passed.
5. Guests Comments/Open Floor:
a. Ester Osimeh – has an offer on 331 South 2nd Avenue.
b. Christopher Goad & Clint Chung for 230 South Third Avenue. In 2012 was a REM -
property went up for auction in 2016. A bid for $120k was selected, however, there is no
record of a transfer process. Mr. Goad has legal documents for the property – was never
served judgement summons, wants to pay judgement and tax arrears to acquire
property. He has an attorney.
c. Terrance Horton o/b/o Sentinel on Third – MOU to RE Committee and went before IDA.
What is the next step?
d. Danny Johnson – Came to get general information about real estate and observe.
e. Anyssa Biggs & Madison Biggs – interested in 16 Glen Avenue
6. Comments:
The Chair explained the appraisal process that was completed. He added that for the next steps,
additional costs incurred by the city since then must be factored in when re-evaluating the
properties’ value, such as ongoing maintenance, taxes, and legal process. All offers submitted
on residential will be reviewed with these factors in mind. He also stated that the deadline to
submit offers on properties has passed. However, additional offers can be submitted to the
Office of the City Clerk in writing. These offers will be considered secondary to those that were
submitted before the deadline. Once the offers have been reviewed by this committee, a
recommendation to the City Council is necessary before the individuals who submitted offers
are contacted to begin any closing proceedings.
It was suggested that Mr. Goad have his attorney contact MV Corporate Counsel to follow
through with the next steps regarding 230 South Third.
The Sentinel on Third proposal will be reviewed for recommendations. If the IDA has not
provided their recommendation, that should also occur, as this proposal includes properties
owned by the City as well as the IDA.
Additional offers will be accepted on properties in written at the City Clerk’s office. However,
they will be secondary to the ones received on or before the deadline.
The Chair also shared that another in REM process would be needed, as the last was conducted
in 2014. The REM process in 2015 was completed, however not followed through. He reviewed
the most recent changes in the law for REM property and the city’s ability to sell and make
profit.
7. Old/New Business
a. City-owned properties with occupants – Occupants within these properties were
contacted and are required to provide keys to the property and to obtain insurance.
Leases or MOUs are forthcoming for these properties.
b. The retainer wall on 60 N. Terrace needs repair. A request to DPW has been submitted.
c. A proposal to the Council to secure a property manager for these properties was
discussed.
8. The Council President motion to adjourn the meeting. Seconded by the Co-Chair. All Ayes, the
meeting was adjourned at 10:01a
