City of Mount Vernon Meeting Date Zoning Board of Appeals Meeting Minutes December 20, 2022 Zoning Board of Appeals Department of Planning & Community Development City Hall - Roosevelt Square Mount Vernon, New York 10550-2060 (914) 699-7230 Shawyn Patterson-Howard Michael Justino Mayor Chair ZONING BOARD OF APPEALS MEETING MINUTES DECEMBER 20, 2022 A regular meeting of the Zoning Board of Appeals was held at 6:30 PM on Tuesday, December 20, 2022 via Zoom. Applicants and members of the public were permitted to attend and make public comment via Zoom. The Chair indicated that the roll call was the first item on the agenda. Item #1 - ROLL CALL The Chair called the roll: in addition to the Chair, attending were Commissioners Elvira Castillo, Shez Darden, and Conrad Cutler. Commissioner Henry Solly was not present. Also attending were Maria Pace, Land Use Board Secretary, Katherine Mella, Associate Commissioner, and Nkechi Nwachukwu, Land Use Counsel. With a quorum of four members present, the Chair opened the regular meeting at 6:30 pm. The Chair read the notice for the Zoning Board of Appeals meeting for Tuesday, December 20, 2022. Item 2 - APPROVAL OF MINUTES The Chair asked if the Commissioners had reviewed the minutes of September 20, 2022 which had been adjourned from the October meeting. The Commissioners indicated that they had reviewed them. The Chair asked for a motion to approve the minutes for September 20, 2022. Commissioner Castillo made the motion, seconded by Commissioner Darden. The motion was approved 3-1 with Commissioner Cutler abstaining. The Chair then asked if the Commissioners had reviewed the minutes of October 18, 2022 which had been adjourned because the November ZBA meeting had been canceled. The Commissioners indicated that they had reviewed them. The Chair asked for a motion to approve the minutes for October 18, 2022. Commissioner Darden made the motion, seconded by Commissioner Castillo. The motion was approved 3-1 with Chair Justino abstaining. 1 City of Mount Vernon Meeting Date Zoning Board of Appeals Meeting Minutes December 20, 2022 Item #3 - ADMINISTRATIVE ACTION The Chair asked if the Commissioners had reviewed the 2023 Calendar of the Zoning Board of Appeal Meeting Dates. The Commissioners indicated they had reviewed them with some discussion that a possible future meeting date may need to change if necessary. The Chair asked for a motion to approve the 2023 Calendar of the Zoning Board Meeting Dates with the condition that the work sessions remain at 6:00 pm prior to the meeting. Commissioner Cutler made the motion, seconded by Commissioner Castillo. The motion was approved 4-0. Meeting Adjournment The Chair asked if there was any other business. There being none, he asked for a motion to adjourn the meeting. Commissioner Cutler made a motion to adjourn the meeting, seconded by Commissioner Darden and carried by a vote of 4-0.
