ECONOMIC DEVELOPMENT CORPORATION Thursday, October 14, 2021 – 5:00 PM 109 North Kaufman Street, Mount Vernon, Texas 75457 MINUTES Call to Order President Sachse called the meeting to order at 5:06 p.m. and announced a quorum present. PRESENT President Mark Sachse Vice-President Roger Gekiere Board Member Gabe Sharp Board Member Kevin Anthony City Administrator Tina Rose City Secretary Kathy Lovier ABSENT VISITORS Secretary/Treasurer Gail Reed Brad Hyman Board Member Jack Carlson Lillie Bush Reves Board Member Michael May Tiffany Sachse Martin Sanchez Public Comment No one spoke. Consent Agenda 1. August 2021 financial report August 12, 2021 Minutes September 2021 financial report Motion made by Board Member Anthony to approve the consent agenda, Seconded by Board Member Sharp. Voting Yea: President Sachse, Vice-President Gekiere, Board Member Sharp, Board Member Anthony Public Hearing The purpose of this hearing is to hear evidence for or against the sale of three parcels of property, (parcel ID: 1273, 14724, 14714) to LOWES Distribution Center. President Sachse opened the public hearing at 5:08 p.m. and closed the regular session. No one spoke for or against the sale of said property. President Sachse closed the public hearing at 5:09 p.m. and re-opened the regular session. Action Items: 2. Motion made by Vice-President Gekiere to sell parcel number 1273 to LOWES Distribution Center with Martin Sanchez, Consultant, negotiating a contract beneficial to both parties., Seconded by Board Member Anthony. Voting Yea: President Sachse, Vice-President Gekiere, Board Member Sharp, Board Member Anthony 3. Motion made by Vice-President Gekiere to accept Michael May's resignation, Seconded by Board Member Anthony. Voting Yea: President Sachse, Vice-President Gekiere, Board Member Sharp, Board Member Anthony Board Member Reports and Discussion November 11th meeting is a holiday Business appreciation lunches Billboard signage The next Board meeting falls on Veteran's Day so it will be rescheduled to 11/18/2021 at 5:00 p.m. September's business appreciation lunch was on September 27, 2021 at Mount Vernon Autolube, meal catered by 5B Burgers. Mark Sachse and Kevin Anthony will be taking responsibility for the lunches moving forward. Carlton Manufacturing will be the next lunch, held in November and catered by TX BBQ Corral. Billboard and advertisement-Mayor Hyman would like to see a committee of local agencies to decide the slogan, he further stated the county will be doing a billboard as well and we might possibly work together to come up with a theme for both boards. President Sachse will be nominating a board member at the November meeting. Mr. Sachse asked Martin Sanchez to speak regarding the workshop retreat. A date has been scheduled for November 1st, 2021 at Lucy's Hacienda. This will be a working dinner and will be open to the public. City Council's meeting is tentatively scheduled for November 2nd, 2021 at Lucy's as well. These meetings will be approximately three hours. November 2021 financials Public Hearing The purpose of this hearing is to hear evidence for or against a request made by Robin Wallace, owner of Sheer's Gift and Salon, to provide assistance with Existing Business Structure Assistance for the business located at 403 Hwy 37, Mt. Vernon, Texas 75457. Action Items: 5. Consider and Act upon request made by Robin Wallace, owner of Sheer's Gift and Salon to provide Existing Business Assistance. 6. Consider and Act upon approval of change to EDC Bylaws meeting requirement. 7. Consider and Act upon approval of recommendation of Consultant Sanchez regarding property behind Lowes Distribution Center.
