The meeting was called to order by Mayor Norris at 7:30 p.m.
Present: Mayor Norris, Councilmembers Fiedler, Lindquist, McMullen, Molenaar, Quam,
Ragan and Urban
Staff Present: Police Chief Bergsma, Community and Economic Development Director Hanson,
City Attorney Rogerson, Special Projects Administrator Stendal.

NEW BUSINESS
A. Street Closure Request: Mr. Stendal presented Council with a request for approval of the closure of
Gates Street between Main and 2nd from 7:00 am to 9:00 pm on Saturday, July 30, 2011 for the
annual “Bite of Skagit” fundraiser. This activity is to raise funds to support Skagit food banks.
Councilmember Fiedler moved to approve the requested road
closure for the “Bite of Skagit” on July 30, 2011. The motion
was seconded by Councilmember Urban. Motion carried 7-0.
B. Agreement with Skagit Domestic Violence and Sexual Assault Services: Mr. Stendal presented a
request for Council to authorize the Mayor to enter into an agreement with Skagit Domestic
Violence and Sexual Assault Services for services in an amount of $2,800.
Councilmember Lindquist moved to authorize the Mayor to
enter into an agreement with Skagit Domestic Violence and
Sexual Assault Service for 2011 services in the amount of
$2,800. The motion was seconded by Councilmember
McMullen. Motion carried 7-0.
C. Agreement with Friendship House: Mr. Stendal asked that Council authorize the Mayor to enter
into an agreement with the Friendship House for 2011 for provision of temporary housing and
sustenance for the needy in an amount not to exceed $3,000.
Councilmember Ragan moved to authorize the Mayor to enter
into an agreement with Friendship House for 2011 services in
the amount of $3,000. Motion seconded by Councilmember
Quam. Motion carried 7-0.
D. Preliminary Plat Extension Request – Highlands West Subdivision: Ms. Hanson presented Council
with a request for extension of the preliminary plat approval for Highlands West Preliminary Plat, LU
05-024. Ordinance 3479 allows for an additional three years for an applicant to complete
development projects. Parkwood Place Holdings, LLC has submitted a request to extend the
preliminary plat period for this proposed subdivision by three additional years.

Councilmember Lindquist moved to approve the preliminary
plat extension request for Highlands West Subdivision, LU 05
-024. The motion was seconded by Councilmember Urban.
Motion carried 7-0.
E. Preliminary Plat Extension Request – Montreaux Phase II: Ms. Hanson presented Council with a
request for extension of the preliminary plat approval for Montreaux Preliminary Plat, LU 05-085,
Phase II. Ordinance 3479 allows for an additional three years for an applicant to complete
development projects. Chaffey Homes has submitted a request to extend the preliminary plat
period for this proposed subdivision by three additional years.
Councilmember Lindquist moved to approve the preliminary
plat extension request for Montreaux Preliminary Plat Phase
II, LU 05-085. The motion was seconded by Councilmember
Ragan. Motion carried 7-0.
F. Short Plat Extension Request – Harmon Short Plat: Ms. Hanson presented Council with a request
for extension of the short plat approval for Harmon Short Plat, LU 06-057. Ordinance 3479 allows
for an additional three years for an applicant to complete development projects. Steve Harmon has
submitted a request to extend the short plat period for this proposed 2-lot short subdivision by three
additional years.
Councilmember Urban moved to approve the short plat
extension request for Harmon Short Plat, LU 06-057. The
motion was seconded by Councilmember Quam. Motion
carried 7-0.
The meeting was convened into executive session at 7:43 p.m. and was estimated to last 30
minutes.
G. Executive Session – Pending or Potential Litigation and Collective Bargaining:
The meeting was reconvened into regular session at 8:27 p.m.
There being no further business the meeting was adjourned at 8:29 p.m.

Plat, LU 05-024. Highlands West is a 40-acre single-family subdivision located north of Division Street
between Lupine Drive and Phase I of the Skagit Highlands development. The approved preliminary plat
plans for the creation of 87 single-family lots. Pursuant to Ordinance 3479, owner Parkwood Place
Holdings, LLC has submitted a request to extend the preliminary plat period for three additional years.)

E. Montreaux Preliminary Plat – Preliminary Plat Extension Request
(Staff has received a request to extend the preliminary plat approval period for Montreaux Preliminary
Plat, LU 05-085, Phase II. The second phase of the approved preliminary plat plans for the creation of
42 single-family lots. The property is approximately 15 acres and located on the west side of South
Waugh Road. Pursuant to Ordinance 3479, owner Chaffey Homes has submitted a request to extend
the preliminary plat period for three additional years.)

057. The approved plat is a 2-lot short subdivision of an approximate 2.81 acre site. The property is
located at 4205 East College Way. Pursuant to Ordinance 3479, owner Steve Harmon has submitted a
request to extend the short plat approval period three additional years.)
