Mount Vernon City Council Study Session Minutes September 5, 2012 The meeting was called to order by Mayor Boudreau at 7:14 p.m. Present: Mayor Boudreau, Councilmembers Fiedler, Hulst, Lindquist, Molenaar, Quam, Ragan and Urban Staff Present: Police Chief Bergsma, Fire Chief Hari, City Attorney Rogerson Citizens Present: Three NEW BUSINESS A. Committee Report – Public Safety : for details see committee minutes. B. Community Comments:  Craig Sheets, United States resident, shared his concerns about the state of the nation. He provided a handout to Council and Mayor Boudreau.  Al Lyons, Mount Vernon resident, thanked Police Chief Ken Bergsma for his years of service. C. Street Closure Request – Kulshan Creek Neighborhood Festival: Police Chief Bergsma said that the annual Kulshan Creek Neighborhood Festival is scheduled for September 8, 2012. The street closure request is for the 1300 block of N 26th Street from 8:00 am to 2:00 pm. Councilmember Ragan moved to approve the street closure request as stated above. Motion seconded by Councilmember Lindquist. Motion carried 7-0. D. Interlocal Agreement with Phase II Stormwater Jurisdictions: Mr. Rogerson explained that this Interlocal Agreement with other jurisdictions is a cost sharing agreement for the purpose of filing an appeal on the Phase II National Pollutant Discharge Elimination System (NPDES) Permit issued by the State Department of Ecology (DOE). Mount Vernon City Council September 5, 2012 Page 2 of 2 Councilmember Fiedler moved to authorize the Interlocal Agreement with Phase II Stormwater Jurisdictions.
