Mount Vernon City Council Study Session Minutes November 7, 2012 The meeting was called to order by Mayor Boudreau at 7:02 p.m. Present: Mayor Boudreau, Councilmembers Hulst, Lindquist, Molenaar, Quam, Ragan and Urban Absent: Councilmember Fiedler, excused Staff Present: Police Chief Dodd, Finance Director Huschka Citizens Present: Three NEW BUSINESS A. Committee Report – Public Safety : for details see committee minutes. B. Community Comments:  Richard Bowyer, Mount Vernon resident, inquired if tonight is the night for the budget adoption. When considering the adoption of a city budget he strongly believes it exists for the citizens of Mount Vernon. He implored city council to make the budget for the citizens. A city is not a city without the citizens. C. Open Record Public Hearing – Set 2013 Property Taxes and Review Revenue Estimates : Councilmember Ragan moved to have the discussion and public hearing but table the vote until it is before a full council. Motion seconded by Councilmember Urban. Motion carried 6-0. Ms. Huschka reviewed revenues for the budget years 2012 and 2013. Property tax revenues were also reviewed. She noted that there are no property tax increases in the proposed 2013 budget other than new construction; the lawfully allowed 1% increase was not included. The city may only set the property tax levy once a year. The city is lawfully allowed to take a one percent, new construction and any portion of banked levy capacity. Mount Vernon City Council November 7, 2012 Page 2 of 2 Mayor Boudreau opened the public hearing. Hearing no comments Mayor Boudreau closed the public hearing. Councilmember Molenaar inquired what the estimated revenue would be from new businesses coming in next year. Ms. Huschka said that the budget includes an estimated 1% increase over current year sales tax collections which can be attributed in part to new businesses locating in Mount Vernon.
