The meeting was called to order by Mayor Boudreau at 7:01 p.m.
Present: Mayor Boudreau, Councilmembers Fiedler, Hulst, Lindquist, Molenaar,
Quam, Ragan and Urban.
Staff Present: Human Resources Director Bartlett, Public Works Director Bell, Police Chief
Dodd, Fire Chief Hari, Finance Director Huschka, Public Works Director
Love, Equipment Rental Manager Owens, City Attorney Rogerson, Special
Projects Administrator Stendal, Street Supervisor Tewalt, Parks Supervisor
Weppler.

NEW BUSINESS (items presented out of order from the agenda)
A. Presentation – Skagit Valley Tulip Festival Poster: Mayor Boudreau introduced Cindy
Verge, Executive Director of the Skagit Valley Tulip Foundation, who presented the
Mayor with the 2013 Tulip Festival Poster and the 2013 official Tulip Festival Brochures.
B. Skagit County Jail Facility Update: Mayor Boudreau introduced consultants to the Public
Safety Facility Coordinating Council, Mark Estvold, Project Manager, and Susan
Musselman, Financial Advisor, who provided Council with an update on the proposed
new jail facility for Skagit County. Mr. Estvold reviewed options that have been
considered to date. Ms. Musselman presented a review of financing strategies being
considered and the possible timelines regarding this project.

Councilmember Fiedler moved to approve the January

Councilmember Ragan. Motion carried 7-0.
B. Approval of January 15, 2013 payroll checks numbered 101053 – 101096, direct
deposit checks numbered 39795 – 39985, and wire transfers numbered 407 & 408 in
the amount of $638,940.15.

C. Community Comments:
Gary Thor, Commercial Cold Storage President, came before Council to indicate
that this business is prepared to come to the table and discuss differences.
D. Mayor’s Report:
Mayor Boudreau expressed her gratitude to her staff for their support and
enthusiasm during her first year in office.
Mayor Boudreau highlighted significant improvements in 2012 which included
increased public interaction, technology business growth, and the Downtown
Waterfront revitalization.
E. Committee Agenda Requests:
Councilmember Quam asked for a report at the Finance Committee on any
savings that the City may have realized with the conversion to paperless
communications for Councilmembers.
Councilmember Hulst asked for Ms. Huschka to review different scenarios
regarding the Public Safety sales tax initiative. Councilmember Fiedler asked
that this discussion be held as soon as possible. Mayor Boudreau indicated that
it could be on the agenda of the Committee of the Whole meeting to be held next
Wednesday.
NEW BUSINESS
C. Ordinance to Renew Moratorium on Medical Marijuana Collective Gardens and
Declaring Emergency: Mr. Rogerson presented Council with a proposed ordinance that
would renew a moratorium on medical marijuana collective gardens to seek additional
time to review and consider its options given potential negative impacts, inconsistencies,
and conflicts with federal and state law The City is facing potential applications for
development of collective medical marijuana gardens within the City.
Mayor Boudreau opened the public hearing.
There being no comment Mayor Boudreau closed the public hearing.

Councilmember Quam moved to approve Ordinance 3593
renewing the moratorium on Medical Marijuana Collective
Gardens and declaring emergency. Motion seconded by
Councilmember Fiedler. Motion carried 7-0.
D. Hillcrest Lodge Kitchen Remodel: Mr. Weppler presented a request for Council to
authorize the purchase of new sinks, appliances and work stations for the Hillcrest
Lodge remodel. Smith and Greene Company was selected from the State Contract as
the vendor to supply the items. Upon completion of the project the lodge will be
complete with a commercial grade kitchen.
Councilmember Lindquist moved to authorize the purchase
of new appliances for the Hillcrest Lodge remodeling project.
Motion seconded by Councilmember Ragan. Motion carried
7-0.
E. Authorization to Purchase a Used Snow Plow/Sander/Dump Truck Combo (1996
International): Mr. Owens presented a request for Council to authorize the purchase of
one used snow plow/sander/dump truck combo in the estimated price of $31,465. This
vehicle was approved in the 2013 budget.
Councilmember Lindquist moved to authorize the purchase
of a used snow plow/sander combo. Motion seconded by
Councilmember Fiedler. Motion carried 7-0.
F. Authorization to Purchase a New Vactor: Mr. Owens presented a request for Council to
authorize the purchase of a 2013 Vactor to replace V450 {2000 Vactor}. This vehicle
was approved in the 2013 budget.
Councilmember Hulst moved to authorize the purchase of
2013 Vactor. Motion seconded by Councilmember Quam.
Motion carried 7-0.
G. Authorization to Purchase Three Police Vehicles: Chief Dodd presented a request for
Council to authorize the purchase of two 2013 Chevrolet Tahoe’s and one 2013
Chevrolet Caprice for the Mount Vernon Police Department use. The vehicles are being
purchased from the Washington State Cooperative Purchase Agreement. The vehicles
were approved in the 2013 budget.
Councilmember Fiedler moved to authorize the purchase of
three police vehicles. Motion seconded by Councilmember
Molenaar. Motion carried 7-0.
H. Mount Vernon Waterfront Revitalization Project Phase 2 – Puget Sound Energy Project
Design Agreement: Mr. Love recommends that Council authorize the Mayor to execute
the Schedule 74 Underground Conversion Project Design Agreement with Puget Sound
Energy for $16,740. This agreement authorizes PSE to begin design work and a future
agreement will be drafted and considered by Council prior to construction of the
underground utility work.
Councilmember Molenaar moved to authorize the Mayor to
enter into an agreement with Puget Sound Energy for
Schedule 74 Underground Conversion Project Design for the
Waterfront revitalization project. Motion seconded by
Councilmember Urban. Motion carried 7-0.
