April 10, 2013
The meeting was called to order by Mayor Boudreau at 7:00 p.m.
Present: Mayor Boudreau, Councilmembers Fiedler, Lindquist, Hulst, Molenaar,
Quam, Ragan and Urban
Staff Present: City Attorney Rogerson, Finance Director Huschka, Community and
Economic Development Director Hanson, Public Works Director Bell,
Engineering Services Manager Chesterfield, Fire Chief Hari, Police Chief
Dodd, Special Projects Manager Stendal
Citizens Present: Four
CONSENT AGENDA
A. Approval of March 29, 2013 payroll checks numbered 101340 – 101400 , direct deposit
checks numbered 40755 – 40951, and wire transfers numbered 417 & 418 in the
amount of $978,434.03
Councilmember Fiedler moved to approve the March 29, 2013
payroll as stated above. Motion seconded by Councilmember
Hulst. Motion carried 7-0.
A. Approval of April 10, 2013 claims numbered 129461 – 129642 in the amount of
$340,161.98.
Councilmember Hulst moved to approve the April 10, 2013
claims as stated above. Motion seconded by
Councilmember Quam. Motion carried 7-0.
REPORTS

B. Community Comments:
Richard Bowyer, Mount Vernon resident, stated he has three quick items to discuss
tonight. There has been a lot of discussion regarding the new jail. It is going cost
$60 million but no plans have been shared for the new facility. There is no need to
spend that kind of money to house drunks and meth heads. Mayor Boudreau will
need to come before council soon with a recommendation. He requests that the city
withhold a recommendation until there are answers to the citizens about the facility

and why it costs so much. There has been a lot of discussion regarding Leoff 1 in
the news lately. The State is garnering flack regarding this and he urges against not
giving last minute pay raises.
Pat Marker, Mount Vernon resident, said he sent an email about an Eagle Scout
project that occurred last July. His neighborhood is very important to him and he
feels this is a failed project. It looks terrible and detracts from the neighborhood. He
said that the City deemed it as acceptable when it was completed. He is going to
come back the next meeting to allow council time to look at the material he provided.
He would also like any project of this nature to have standards set by the City.
C. Councilmember Comments:
Councilmember Lindquist announced the dates and times for the three ward
meetings.
D. Mayor’s Report:
Mayor Boudreau announced that tomorrow she invites the public to come downtown
to view the art installation of the empty store fronts. This is the formal launch to the
“Storefronts” program.
Mayor Boudreau stated that this week’s coffee hour is on Friday at 10am at Fire
Station 3.
Mayor Boudreau read a proclamation declaring the week of April 14th through April
20th as Economic Development Week. Don Wick of EDASC thanked the City for
their support and added that there will be two events next week.

NEW BUSINESS
A. Presentation of Life Saver Awards: Fire Chief Hari stated that on November 25, 2012 at the
Big Rock Café a citizen was having a medical problem in the parking lot. Off-duty City
Firefighters Luchi and Moutlon and two citizens, Scott Bartok and Brandon Winters were
able to resuscitate him and he was transported to the hospital. Fire Chief Hari would like to
formally recognize their efforts.
B. Out of State Travel Request – Fire Department : Fire Chief Hari explained that there is an
annual Zoll Summit Conference in Denver Colorado from May 14th to May 17th. This is the
program that provides the records management system. The Fire Department
Administrative Assistant is the primary system operator for this program.
Councilmember Lindquist moved to approve the out of state
travel request as stated above. Motion seconded by
Councilmember Quam. Motion carried 7-0.

C. Collective Bargaining Agreement for Non-Commissioned Police: postponed until the next
scheduled meeting.
D. Collective Bargaining Agreement for Battalion Chiefs: postponed until the next scheduled
meeting.
The meeting was adjourned into executive session at 7:21 p.m. and estimated to
last 20 minutes.
E. Executive Session – Enforcement Actions and Real Estate Acquisition :
There being no further business the meeting was adjourned at 7:41 p.m.
