The meeting was called to order by Mayor Boudreau at 7:06 p.m.
Present: Mayor Boudreau, Councilmembers Fiedler, Hulst, Lindquist, Ragan and
Urban
Absent: Councilmembers Quam and Molenaar (excused)
Staff Present: Police Lieutenant Cammock, Human Resources Director Bartlett, Finance
Director Huschka, City Attorney Rogerson
Citizens Present: 0
CONSENT AGENDA
A. Approval of May 8, 2013 Regular Council Meeting Minutes.
Councilmember Fiedler moved to approve the May 8,
2013 Regular Council meeting minutes. Motion
seconded by Councilmember Hulst. Motion carried 5-0.
B. Approval of the May 15, 2013 payroll checks numbered 101518 - 101571, direct deposit
checks numbered 41343 - 41538, and wire transfers numbered 423 and 424 in the
amount of $664,450.42.
Councilmember Hulst moved to approve May 15, 2013

$664,450.42. Motion seconded by Councilmember
Fiedler. Motion carried 5-0.
C. Approval of May 22, 2013 claims numbered 130018 - 130197 in the amount of
$1,089,665.59.
Councilmember Lindquist moved to approve the May 22,

Ragan. Motion carried 5-0.

C. Councilmember Comments:
Councilmember Fiedler commented that he had been using the new
LaVenture/Anderson exchange and gave the Public Works Department
compliments on its execution.

Mayor Boudreau shared pictures of the decorations that have been added to the
fence at the Mount Baker Dog Park.
The City Website has added a “Media Center” that will allow citizens to view
Council meetings and other public videos in the online environment.
The City of Mount Vernon will receive a municipal excellence award for improving
quality of life, establishing partnership and building community support through
the Mayor’s Wellness Challenge from the Association of Washington Cities.
E. Committee Agenda Requests:
Councilmember Lindquist requested a presentation from Skagit Council of
Governments.
NEW BUSINESS
A. Street Closure Request: Lieutenant Cammock presented a request for Council to authorize
the closure of the 1300 block of North 26th Street and the 2500 block of Kulshan Avenue on
Saturday, June 1, 2013 from 8:00 a.m. until 2:00 p.m. for the annual Kulshan Creek
Neighborhood Festival.
Councilmember Lindquist moved to authorize. the
closure of the 1300 block of North 26th Street and the
2500 block of Kulshan Avenue on Saturday, June 1, 2013
from 8:00 a.m. until 2:00 p.m. for the annual Kulshan
Creek Neighborhood Festival. Motion seconded by
Councilmember Fiedler. Motion carried 5 -0.
The meeting was convened into Executive Session at 7:24 p.m. and was estimated to
last 45 minutes.
B. Executive Session: Pending or Potential Litigation and Property Acquisition.
The meeting was reconvened into regular session at 8:15 p.m.
There being no further business the meeting was adjourned at 8:15 p.m.
