The meeting was called to order by Mayor Boudreau at 7:06 p.m.
Present: Mayor Boudreau, Councilmembers Hulst, Lindquist, Quam, Ragan and
Urban
Absent: Councilmembers Fiedler and Molenaar
Staff Present: Human Resources Director Bartlett, Recreation Supervisor Brookings,
Police Chief Dodd, Finance Director Huschka, Fire Chief Hari, Information
Services Manager Kleppe, Parks and Recreation Director Otos, City
Attorney Rogerson, Special Projects Administrator Stendal.

NEW BUSINESS
A. Committee Report – Parks and Recreation: for details see Committee Report minutes.
B. Jail Facility Use Agreement: Ms. Huschka presented Council with a request for Council to
authorize the Mayor to enter into a Jail Facility Use Agreement with Skagit County and the
cities of Anacortes, Burlington and Sedro-Woolley. This agreement will become effective
when all parties have approved the agreement and after the County Auditor certifies the
election results from the August 6, 2013 primary election which includes a ballot measure to
approve a 0.3% countywide sales tax measure. Other points include the establishment of a
jail fund by Skagit County and various financial and budgeting requirements.
Councilmember Urban moved to authorize the Mayor to
enter into an Interlocal Jail Facility Use Agreement.
Motion seconded by Councilmember Lindquist. Motion
carried 5-0.
C. Resolution in Support of Skagit County Proposition No.1: Mr. Rogerson presented Council
with a request for approval of a resolution in support of Skagit County Proposition No. 1
which is a proposition before the citizens of Skagit County approving a 0.3% sales and use
tax for jail facilities, and police and fire protection.
Councilmember Lindquist moved to approve
Resolution 861 supporting Skagit County Proposition
No. 1 for a 0.3% sales and use tax. Motion seconded by
Councilmember Quam. Motion carried 5-0.

D. Mount Vernon Community Marketing Campaign: Ms. Hanson presented a request for
Council to authorize the Mayor to enter into an interlocal agreement with Sanderson
Marketing Group to continue work on the Mount Vernon Marketing Campaign.
Councilmember Lindquist moved to authorize the Mayor to
enter into an interlocal agreement with Sanderson Marketing
Group to continue work on the Mount Vernon Marketing
Campaign. Motion seconded by Councilmember Hulst. Motion
carried 7-0.
E. POD Management Update. Mayor Boudreau presented Council with an update on the
POD management style that she has initiated. This creates an environment where different
departments work as teams towards common goals in addition to the mission of the
individual departmental goals. The initial focus of these groups has been to determine
current status, upcoming initiatives and plans, and ways to implement these plans. Some of
the joint issues are coordinated planning for quality of life, communication and public safety.
The meeting was adjourned to executive session at 7:39 p.m. and estimated to last 10
minutes.
F. Executive Session: Potential Property Acquisition
The meeting was reconvened at 7:45 p.m.
There being no further business the meeting was adjourned at 7:45 p.m.
