The meeting was called to order by Mayor Boudreau at 7:02 p.m.
Present: Councilmembers Fiedler, Hulst, Lindquist, Molenaar, Quam, and Urban
Absent: Councilmember Ragan (excused)
Staff Present: Human Resources Director Bartlett, Public Works Director Bell, Wastewater
Treatment Plant Supervisor Duranceau, Police Chief Dodd, Fire Chief Hari,
Finance Director Huschka, Information Services Manager Kleppe, City
Attorney Rogerson

APPROVAL OF MINUTES
A. Approval of August 28, 2013 City Council meeting minutes.
Councilmember Hulst moved to approve the August 28,
2013 Regular Council meeting minutes. Motion
seconded by Councilmember Quam. Motion carried 6-0.
B. Approval of September 11, 2013 City Council meeting minutes.
Councilmember Lindquist moved to approve the
September 11, 2013 Regular Council meeting minutes.
Motion seconded by Councilmember Fiedler. Motion
carried 6-0.
APPROVAL OF CLAIMS AND PAYROLL
A. Approval of September 25, 2013 claims numbered 131691 - 131892 in the amount of
$1,200,972.70.
Councilmember Quam moved to approve September 25,
2013 claims numbered 131691 - 131892 in the amount of
$1,200,972.70. Motion seconded by Councilmember
Lindquist. Motion carried 6-0.
B. Approval of September 15, 2013 payroll checks numbered 102030 – 102083, direct
deposit checks numbered 42928 – 43122, and wire transfers numbered 439 and 440 in
the amount of $719,268.73.

B. Councilmember Comments
Councilmember Fiedler reported on a recent Mount Vernon Chamber of
Commerce meeting that he had attended.
C. Mayor’s Report
Mayor Boudreau reported on a recent conference that she attended with Kim
Kleppe in New York City. There were 14 cities representing municipalities that
have established a broadband/fiber optic infrastructure.
Mayor Boudreau reported on various Committee and Community meetings that
she has attended in the past week including a meeting with Governor Inslee
regarding transportation state funding of transportation activities.
D. Committee Agenda Requests:
Councilmember Quam asked for a discussion of downtown building standards at
the next Community and Economic Development committee meeting.
Councilmember Urban would like to discuss the salary ordinance and how it
functions.
NEW BUSINESS
A. Wastewater Treatment Plant 2012 Outstanding Performance Award: Mr. Bell presented an
award from the Department of Ecology (DOE) to Wastewater Treatment Plant Manager
Duranceau for Outstanding Performance in 2012. This award is given to treatment plant
operators and staff who successfully maintained perfect National Pollutant Discharge
Elimination System (NPDES) permit compliance for one year.
B. Lease Agreement with Stratuscore: Mr. Kleppe presented Council with a request to
authorize the Mayor to enter into an agreement with Stratuscore for leasing of 80 square
feet in City Hall for storage of computer/networking equipment. This is a five year
agreement with rent at $500 per month.
Councilmember Molenaar moved to authorize the Mayor
to enter into an agreement with Stratuscore for space
rental. Motion seconded by Councilmember Quam.
Motion carried 6-0.
C. Interlocal Agreement with Skagit 911: Mr. Kleppe presented a request for Council to
authorize the Mayor to enter into an agreement with Skagit 911 for the City to provide
wireless mobile data access.
Councilmember Lindquist moved to authorize the Mayor
to enter into an agreement with Skagit 911 for wireless
mobile data access. Motion seconded by

Councilmember Hulst. Motion carried 6-0.
D. Interlocal Agreement with Skagit County Interlocal Drug Enforcement Unit: Mr. Kleppe
presented a request for Council to authorize the Mayor to enter into an agreement with
Skagit County Interlocal Drug Enforcement Unit for 96 hours IS services annually.
Councilmember Hulst moved to authorize the Mayor to
enter into an agreement with Skagit County Interlocal
Drug Enforcement Unit for IS services. Motion seconded
by Councilmember Fiedler. Motion carried 6-0.
E. Presentation: Police Chief Dodd presented an overview and highlights of the 2012 Police
Department Annual Report.
The meeting was convened into executive session at 8:15 and estimated to
last 15 minutes.
F. Executive Session: Collective Bargaining.
There being no further business the meeting was adjourned at 8:30 p.m.
