Mount Vernon City Council Regular Meeting Minutes October 9, 2013 The meeting was called to order by Mayor Boudreau at 7:01 p.m. Present: Mayor Boudreau, Councilmembers Fiedler, Lindquist, Hulst, Molenaar, Quam , and Ragan Absent: Councilmembers Urban, excused Staff Present: Community and Economic Director Hanson, Building Official Prosser, Police Chief Dodd, Fire Chief Hari, Fire Marshal Riggs, Special Projects Administrator Stendal Citizens Present: Five APPROVAL OF MINUTES A. September 18, 2013 Study Session Minutes Councilmember Lindquist moved to approve the October 9, 2013 claims as stated above. Motion seconded by Councilmember Quam. Motion carried 6-0. B. September 25, 2013 Regular Council Meeting Minutes Councilmember Molenaar moved to approve the October 9, 2013 claims as stated above. Motion seconded by Councilmember Hulst. Motion carried 6-0. APPROVAL OF CLAIMS AND PAYROLL A. Approval of October 9, 2013 claims numbered 131894 – 131897, 131903, 131904, 131907 – 132079 in the amount of $615,857.13. Councilmember Hulst moved to approve the October 9, 2013 claims as stated above. Motion seconded by Councilmember Quam. Motion carried 6-0. B. Approval of September 30, 2013 payroll checks numbered 102084 – 102151, direct deposit checks numbered 43123 – 43320, and wire transfers numbered 441 & 442 in the amount of $1,014,930.44. Motion carried 6-0. REPORTS A. Committees: 1. Public Safety – for details see Committee minutes. 2. Public Works – for details see Committee minutes. B. Community Comments: None C. Councilmember Comments: None. D. Mayor’s Report:  Mayor Boudreau stated that the budget preparation is under process and will be presented to council at the October 16th committee meeting.  Mayor Boudreau gave an overview of her activities for the last few weeks.  Mayor Boudreau announced the Friday coffee hour will be at Skagit Valley Hospital Cascade Conference room. E. Committee Agenda Requests: UNFINISHED BUSINESS None NEW BUSINESS A. Skagit County Presentation – Flood Awareness Week: Mr Stendal introduced Dan Berentson, from Skagit County Public Works. He gave an overview of the flood preparedness measures in Skagit County. Dale Kloes, Emergency Management coordinator, gave insight into how flood events are predicted and how their agency coordinates with local jurisdictions. B. Open Record Public Hearing – Approval of an Ordinance to Extend Preliminary Subdivision Approval Period: Ms. Hanson explained that in conjunction with recently passed state legislation this ordinance will extend the preliminary subdivision approval period to ten years. This includes long plats, short plats and binding site plans. Mount Vernon City Council October 9, 2013 Page 3 of 4 Mayor Boudreau opened the public hearing. Hearing no comments Mayor Boudreau closed the public hearing. Councilmember Lindquist moved to adopt Ordinance 3614 approving the extension of the preliminary subdivision approval period. Motion seconded by Councilmember Fiedler. Motion carried 6-0. C. Bid Award – Renovation of 724 South First Street: Mr. Prosser stated that on October 8, 2013 one bid was received for the renovation of 724 South First Street. Staff recommends approval of the bid submitted by Bob Denham Construction in the amount of $47,391.60. Councilmember Fiedler moved to accept the bid by Bob Denham Construction, not to exceed $47,391.60. Motion seconded by Councilmember Quam. Motion carried 6-0. D. Agreement with Skagit County Community Action Agency: Mr. Stendal said that this agreement with Skagit County Community Action Agency is for $60,000 from the Community Development Block Grant to assist in their purchase of the property located at 2221 Riverside Drive provided that they are the highest bidder of the property and that it does not exceed $60,000. Councilmember Hulst moved to authorize the Mayor to enter into an agreement with Skagit County Community Action Agency for the Community Development Block Grant funding as stated above. Motion seconded by Councilmember Ragan. Motion carried 6-0. E. Street Closure Request – Skagit Regional Health Octoberfest: Mr. Stendal stated that Skagit Regional Health is requesting the closure of Kincaid Street between 13th and 15th Streets on Wednesday, October 30th from 9 a.m. to 2:00 p.m. for their Octoberfest event. Councilmember Lindquist moved to approve the street closure request as stated above. Motion seconded by Councilmember Fiedler. Motion carried 6-0. F. Setting a Public Meeting to Review the Notice of Intent for Proposed Annexation of Approximately 39 Acres: Ms. Hanson said that a request for annexation has been received to annex approximately 39 acres. Once this request is received the City has 60 days to set a public meeting to decide to move forward or not with the annexation. Councilmember Lindquist moved to set the public meeting on. Motion seconded by Councilmember Quam. Motion carried 6-0. Mount Vernon City Council October 9, 2013 Page 4 of 4 G. Adoption of the 2012 International Fire Codes with Additional City Code Adoptions: Fire Marshal Riggs explained that this request is to adopt the 2012 International Fire Codes and City code amendments bringing the codes into compliance. Councilmember Lindquist moved to adopt Ordinance 3615 approving the adoption of the 2012 International Fire Codes with additional City Code adoptions. Motion seconded by Councilmember Molenaar.
