Mount Vernon City Council Regular Meeting Minutes March 26, 2014 The meeting was called to order by Mayor Boudreau at 7:00 p.m. Present: Mayor Boudreau, Councilmembers Fiedler, Hulst, Lindquist, Molenaar, Quam, Ragan and Urban Staff Present: Public Works Director Bell, Fire Chief Hari, Finance Director Huschka, Special Project Administrator Stendal Citizens Present: 3 APPROVAL OF MINUTES A. Approval of March 12, 2014 City Council meeting minutes. Councilmember Lindquist moved to approve the March 12, 2014 Council meeting minutes. Motion seconded by Councilmember Ragan. Motion carried 7-0. APPROVAL OF CLAIMS AND PAYROLL A. Approval of March 26, 2014 claims numbered 134098 – 134103, 134107-134343 in the amount of $800,431.49 Councilmember Fiedler moved to approve the March 26, 2014 claims numbered 134098 – 134103, 134107-134343 in the amount of $800,431.49. Motion seconded by Councilmember Quam. Motion carried 7-0. B. Approval of March 15, 2014 payroll checks numbered 102706 - 102743, direct deposit checks numbered 45269 - 45466, and wire transfers numbered 463 and 464 in the amount of $668,676.79. Community Comments: Mount Vernon City Council March 26, 2014 Page 2 of 4 • Brad Whaley came to announce that he is going to run for Skagit County Treasurer during the next election cycle. C. Councilmember Comments: • Councilmember Fielder commented on the recent devastation that occurred in Oso and he asked that people support the rescue and retrieval operations through donations to the Red Cross or other non-profit organizations. D. Mayor’s Report: • Mayor Boudreau reported on recent meetings and conferences that she has attended. • Mayor Boudreau gave an update on the downtown waterfront project. NEW BUSINESS A. Contract for Public Defender Supervision Services: Mr. Stendal introduced Special Council Scott Snyder who presented a request for Council to authorize the Mayor to enter into an agreement for public defender supervision services. Councilmember Fiedler moved to authorize the Mayor to enter into an agreement for public defender supervision services. Motion seconded by Councilmember Lindquist. Motion carried 7-0. B. Alley Closure Request: Mr. Stendal presented Council with a request for the closure of various alleyways in the downtown area to complete necessary installations of art work on the sides of buildings for the upcoming “Art in the Alleys” event to be sponsored by the Mount Vernon Downtown Association. Closure requests are for the hours of noon to 5:00 pm and include: • Alley on the east side of 1st Street between Pine Square and Myrtle Street and the Alley on the west side of 1st Street between Myrtle and Gates Streets on March 30, 2014. • Alley on east side of 1st Street between Pine Square and Myrtle Street on April 13, 2014. • Alley on east side of 1st Street between Pine Square and Myrtle Street on June 1, 2014. Councilmember Ragan moved to authorize the alley closures as outlined. Motion seconded by Councilmember Quam. Motion carried 7-0. C. Alley Closure Request: Mr. Stendal presented Council with a request for the closure of various alleyways in the downtown area for the “Art in the Alleys” event sponsored by the Mount Vernon Downtown Association. Closure requests are for the hours of 5:00 pm to 8:00 pm and include: • Alley on the east side of 1st Street between Pine Square and Myrtle Street and the Alley on the west side of 1st Street between Myrtle and Gates Streets on April 1, 2014. • Alley on east side of 1st Street between Pine Square and Myrtle Street on May 1, 2014. • Alley on east side of 1st Street between Pine Square and Myrtle Street on June 5, 2014. Mount Vernon City Council March 26, 2014 Page 3 of 4 Councilmember Hulst moved to authorize the alley closures as outlined. Motion seconded by Councilmember Lindquist. Motion carried 7-0. D. Amendment to Agreement with Home Trust of Skagit: Mr. Stendal presented Council with a request for authorization for the Mayor to enter into an amendment to the agreement with Home Trust of Skagit that will extend their Community Development Block Grant sub recipient agreement to support home purchase activities in cooperation with eligible low and moderate income individuals, families or households. This extension will create a September 30, 2014 expiration date. Councilmember Lindquist moved to authorize the Mayor to enter into an agreement extension with Home Trust of Skagit. Motion seconded by Councilmember Fiedler. Motion carried 7-0. E. Interlocal Technology Service Agreement with Skagit County: Chief Dodd presented Council with a request to authorize the Mayor to enter into an interlocal agreement with Skagit County that will authorize agency access to Public Safety Services which include information derived from the Spillman Public Safety System. This is a biennial agreement. Councilmember Molenaar moved to authorize the Mayor to enter into an interlocal agreement with Skagit County for Public Safety Services Technology. Motion seconded by Councilmember Quam. Motion carried 7-0. F. Amendment to Mount Vernon Municipal Code Section 10.50: Mr. Bell presented a request for Council to amend Mount Vernon Municipal Code Section 10.50 establishing the speed limit at 30 mph on Riverside Drive from Fir Street north to the Skagit River, where city limits terminate. Councilmember Fiedler moved to approve Ordinance 3628 amending Mount Vernon Municipal Code Section 10.50 speed limits. Motion seconded by Councilmember Molenaar. Motion carried 7-0. G. Agreement with Mount Vernon Downtown Association: Ms. Huschka presented Council with a request for authorization for the Mayor to enter into an agreement with the Mount Vernon Downtown Association to provide $40,000 in funding for 2014. The City will receive a 75% credit towards its B&O tax liability by making this contribution. Councilmember Hulst moved to authorize the Mayor to enter into an agreement with the Mount Vernon Downtown Association for funding in 2014. Motion seconded by Councilmember Lindquist. Motion carried 7-0. The meeting was adjourned into executive session at 7:37 p.m. and estimated to last 15 minutes. H. Executive Session: Collective Bargaining. The meeting was reconvened at 7:50 pm.
