Mount Vernon City Council Regular Meeting Minutes September 10, 2014 The meeting was called to order by Mayor Boudreau at 7:00 p.m. Present: Mayor Boudreau, Councilmembers Hulst, Lindquist, Molenaar, Ragan and Quam Absent: Councilmembers Fiedler and Urban, excused Staff Present: Police Chief Dodd, Fire Chief Hari, Library Director Soneda, Finance Director Huschka, Parks Director Otos, Community and Economic Development Director Hanson, City Attorney Rogerson Citizens Present: Fifteen APPROVAL OF MINUTES A. Approval of August 20, 2014 Study Session Minutes: Councilmember Hulst moved to approve the August 20, 2014 Regular Council Meeting minutes. Motion seconded by Councilmember Quam. Motion carried 5-0. B. Approval of August 27, 2014 Regular Council Meeting Minutes: Councilmember Lindquist moved to approve the August 27, 2014 Regular Council Meeting minutes. Motion seconded by Councilmember Ragan. Motion carried 5-0. APPROVAL OF CLAIMS AND PAYROLL A. Approval of September 10, 2014 claims numbered 136423 – 136524 in the amount of $519,460.63. Councilmember Molenaar moved to approve the September 10, 2014 claims as stated above. Motion seconded by Councilmember Lindquist. Motion carried 5-0. B. Approval of August 31, 2014 payroll checks numbered 103311 - 103371, direct deposit checks numbered 47510 – 47719, and wire transfers numbered 485 & 486 in the amount of $925,289.83. Mount Vernon City Council September 10, 2014 Page 2 of 5 Councilmember Ragan moved to approve the August 31, 2014 payroll as stated above. Motion seconded by Councilmember Molenaar. Motion carried 5-0. REPORTS A. Committees: 1. Public Safety – for details see Committee minutes. 2. Public Works – for details see Committee minutes. B. Community Comments: None C. Councilmember Comments:  Councilmember Ragan stated that the Law and Justice Council met today. An item of interest is the provision of search and rescue activities which includes a group of 150 volunteers and Sheriff Department Deputies. Most of the search and rescue activities occur up river with an average of 70 to 90 calls per year. The statewide average is 600 to 700 calls per year. D. Mayor’s Report:  Mayor Boudreau said that the Mayors Wellness Challenge had 2800 participants. There were weekly themes in August and it increased recreational opportunities over 50% at zero cost.  Mayor Boudreau announced that the Downtown Waterfront project completion is on schedule with the ribbon cutting scheduled for September 20th at 10am.  Mayor Boudreau stated that the next Mayor’s coffee is Saturday at the Vaux Retreat Center at 10am and then Friday September 19th at the Friendship House Café at 9:30am. E. Committee Agenda Requests: None UNFINISHED BUSINESS None NEW BUSINESS A. Community Action of Skagit County Update: Bill Henkel, Executive Director of the Skagit County Community Action Agency, provided an overview of the organization and their accomplishments for the year. Their organization helps to stabilize people’s lives including resources for food, housing, transportation, heat, clothing, legal aid, and educational Mount Vernon City Council September 10, 2014 Page 3 of 5 support. B. Closed Record Public Hearing – Approval of the Skagit County Jail Essential Public Facility (EPF)/Master Plan, PL 14-037: Ms. Hanson explained that this request is to approve a resolution for an Essential Public Facility (EPF) and Master Plan of a new jail facility for Skagit County. The Hearing Examiner has approved the EPF/Master Plan for the Skagit County Jail. Marc Estvold, Project Manager, gave a brief overview of the process and steps for the new Skagit County Jail Project including environmental cleanup and a project timeline. Mayor Boudreau opened the closed record public hearing. Hearing no comments Mayor Boudreau closed the hearing. Councilmember Hulst moved to adopt Resolution 878 approving the Essential Public Facility (EPF) and Master Plan. Motion seconded by Councilmember Quam. Motion carried 5-0. C. Open Record Public Hearing – 2014 Comprehensive Plan Amendments and Associated Code Changes – City of Mount Vernon School District Facilities Plan Update and Revised Impact Fees; City of Mount Vernon Parks and Recreation Plan Update: Ms. Hanson stated that this is an annual request to consider comprehensive plan and code amendments. There are two comprehensive plan amendments; Mount Vernon School District Capital Facilities Plan and the Mount Vernon Parks and Recreation Comprehensive Plan. The code amendment is for the Mount Vernon Municipal Code 3.36 to revise the school impact fee schedule. Ms. Hanson introduced Carl Bruner, Superintendent of the Mount Vernon School District. Mr. Bruner provided an overview of the proposed changes. A discussion ensued regarding the impact fees. Mr. Otos provided a presentation on the Parks and Recreation Capital Facilities Plan update process. Mr. Otos introduced Patrik Dylan, consultant to the Parks Department. Mr. Dylan provided an extensive overview of the findings, methodology, and an executive summary. A brief discussion ensued regarding city parks. Mayor Boudreau opened the public hearing.  Marie Erbstoeszer, Mount Vernon resident, said she is supportive of the Parks and Recreation Comp Plan amendments. The process contained a lot of public input and she commends Larry Otos and Jana Hanson for their receptiveness and responsiveness to ideas and suggestion. Hearing no further comments Mayor Boudreau closed the public hearing. Councilmember Hulst moved to adopt Ordinance 3636 approving the Comprehensive Plan Amendments. Motion seconded by Councilmember Molenaar. Motion carried 5-0. Councilmember Lindquist moved to adopt Ordinance 3637 approving the Mount Vernon Municipal Code 3.36 amendment. Mount Vernon City Council September 10, 2014 Page 4 of 5 Motion seconded by Councilmember Ragan. Motion carried 5-0 . The meeting was convened for a 5 minute break at 8:48. The meeting was reconvened at 8:53 into regular session. D. Amendment to Contract with Carletti Architects: Mr. Otos stated that this request is to amend the agreement with Carletti Architects for work on the downtown restroom facility. Councilmember Ragan stated that with the new information received this evening during committee that he would like to wait to make a decision until there is a full council. Councilmember Ragan moved to table the item for discussion at the next committee meeting. Motion seconded by Councilmember Quam. Motion carried 5-0. E. Acceptance of Grant Award from FEMA and the U.S. Department of Homeland Security: Fire Chief Hari stated that this request is to accept a grant award, the Assistance to Firefighters Grant, from FEMA and U.S. Department of Homeland Security in the amount of $463,774 for the purchase of self-contained breathing apparatus. This grant was submitted and awarded to both the City of Mount Vernon Fire Department and Skagit County Fire District #15. Lowell Johnson, Fire District #15 (Lake McMurray) Fire Commissioner read their departments resolution accepting the grant. Councilmember Hulst moved to accept the grant award from FEMA and the U.S. Department of Homeland Security for the purchase of Firefighter Air Packs in the amount of $463,774. Motion seconded by Councilmember Lindquist. Motion carried 5-0. F. Supplement to the 2014 Budgets for Governmental Operating Funds: Ms. Huschka said that this request is to approve a supplement to the 2014 budget in the total amount of $1,233,000. The governmental operating funds being supplemented are the Current Expense Fund budget for $1,215,000, the City Street Fund budget for $8,000, and the Parks and Recreation Fund budget for $10,000. The supplements are due to unforeseen expenses at the time of the 2014 budget adoption. Councilmember Lindquist moved to adopt Ordinance 3638 approving the supplement to the 2014 Budgets for Governmental Operating Funds. Motion seconded by Councilmember Ragan. Out of State Travel Request: Mr. Soneda said that this request is for a library staff member to travel to Portland, Oregon on September 11 – 12 for the Northwest ILL & Resource Sharing Conference. Councilmember Hulst moved to approve the out of state travel as stated above. Motion seconded by Councilmember Quam. Motion carried 5-0. H. Library Update Presentation: Mr. Soneda provided a monthly update on the library; the final report for the Needs Assessment and Feasibility Study is now on September 24, the summer reading program was a success and 1125 people participated, the Friends of the Library Fall Book Sale will be on September 19 – 20. The meeting was adjourned into executive session at 9:15 p.m. and is estimated to last 10 minutes. I.
