Mount Vernon City Council Regular Meeting Minutes March 25, 2015 The meeting was called to order by Mayor Boudreau at 7:12 p.m. Present: Mayor Boudreau, Councilmembers Fiedler, Hulst, Lindquist, Molenaar, Quam Ragan and Urban. Staff Present: Police Chief Dodd, Human Resources Director Bartlett, Public Works Director Bell, Fire Chief Hari, Finance Director Huschka, Community Development Director Hyde, Assistant Public Works Director Love, City Planner Lowell, City Attorney Rogerson, Special Projects Administrator Stendal. Citizens Present: 6 Approval of Minutes and Other A. Approval of March 11, 2015 Regular Council Meeting Minutes Councilmember Fiedler moved to approve the March 11, 2015 Regular Council Meeting Minutes. Motion seconded by Councilmember Lindquist. Motion carried 7-0. B. Approval of Agreement No. 3092 Councilmember Urban moved to approve Agreement No. 3092. Motion seconded by Councilmember Quam. Motion carried 7-0. Approval of Claims and Payroll A. Approval of March 25, 2015 claims numbered 139039 and 139045-139205 in the amount of $660,563.50. Councilmember Hulst moved to approve the March 25, 2015 claims numbered 139039 and 139045-139205 in the amount of $660,563.50. Motion seconded by Councilmember Molenaar. Motion carried 7-0. B. Approval of March 15, 2015 payroll checks numbered 103984 - 104027, direct deposit checks numbered 50140 – 50334, and wire transfers numbered 511 and 512 in the amount of $723,652.81. Committee Reports: • Economic Development Committee – for details see Committee minutes. • Finance – for details see Committee minutes. B. Community Comments: • Liz McNett Crowl, Mount Vernon resident, came forward to inform Council of a survey that is available on line that will be used to help determine the placement of new bike racks within the City. Councilmember Comments: Mount Vernon City Council March 25, 2015 Page 2 of 4 • Councilmember Fiedler thanked everyone who contacted DNR regarding the Hidden Lakes property issue. • Councilmember Hulst reported on the Fire Deployment Study that he has been a part of. This study will be used to determine how the department is deployed in the future. D. Mayor’s Report • Recapped information regarding Hidden Lakes Property. • Stated that the “Welcome to Mount Vernon & Snow Geese” sign installation in west Mount Vernon was completed utilizing the talents of the Skagit Valley College welding program. The “Tulip Dance” sculpture has been installed in the Riverwalk plaza. • Updated the times and locations of upcoming Mayor’s coffee. E. Committee Agenda request: Councilmember Fiedler asked for an update on the progress of the downtown restroom facility. NEW BUSINESS A. Request for Street Closure: Mr. Stendal presented a request by the Mount Vernon Downtown Association for the closure of portions of 1st, Cleveland, Kincaid, Pine, Myrtle, Gates, Montgomery and Washington Streets beginning at 3:00 p.m. on Thursday, April 16th and continuing until 7:00 p.m. on Sunday, April 19th, for the Annual Skagit Valley Tulip Festival Street Fair. Councilmember Lindquist moved to approve the requested street closure. Motion seconded by Councilmember Ragan. Motion carried 7-0. B. Reappointment and Appointment of Members to the Mount Vernon Arts Commission: Mr. Stendal presented a request for the Council to approve the reappointment of Karin Springer and the appointments of Eric Lint, Robin Stacy Richardson and Sally Todd to the Mount Vernon Arts Commission. Councilmember Quam moved to approve the above requested appointments to the Mount Vernon Arts Commission. Motion seconded by Councilmember Molenaar. Motion carried 7-0. C. Public Hearing – 2015 Comprehensive Plan Amendment Docket: Ms. Lowell presented information regarding certain Comprehensive Plan amendments, associated rezones and development regulation amendments to be considered during the 2015 amendment cycle; no analysis of the merits of any request will be presented at this hearing. The docketing process merely allows staff to begin their study of the applications submitted. Mayor Boudreau opened the public hearing. There being no comment Mayor Boudreau closed the public hearing. Councilmember Molenaar moved to approve Resolution 886 approving the 2015 Comprehensive Plan Amendment Docket as presented. Motion seconded by Councilmember Lindquist. Motion carried 7-0. D. Out of State Travel – TV10: Ms. Huschka presented Council with a request for authorization for a TV10 staff member to attend the National Association of Broadcaster (NAB) Education Conference in Las Vegas, Nevada from April 13-15, 2015. Councilmember Urban moved to approve the out of state travel request. Motion seconded by Councilmember Molenaar. Motion carried 7-0. Mount Vernon City Council March 25, 2015 Page 3 of 4 E. Fiber Lease Agreement: Mr. Rogerson presented Council with a request for authorization for the Mayor to enter into an agreement with the City of Burlington for their lease of fiber optic access. Councilmember Hulst moved to authorize the Mayor to enter into an agreement with the City of Burlington for fiber optic services. Motion seconded by Councilmember Urban. Motion carried 7-0. F. Wage Opener for IAFF Battalion Chiefs: Ms. Bartlett presented Council with a request for authorization for the Mayor to sign the wage opener for the Fire Chief’s Bargaining Unit for the year 2015. Councilmember Lindquist moved to authorize the Mayor to sign the wage opener for the IAFF Battalion Chiefs. Motion seconded by Councilmember Urban. Motion carried 7-0. G. Street Maintenance Agreement: Mr. Bell presented Council with a request for authorization for the Mayor to enter into an agreement with Skagit County for the maintenance of a portion of South LaVenture Road. Portions of this road are within the city limits and portions of the road are in the county. Councilmember Fiedler moved to authorize the Mayor to enter into an agreement with Skagit County for the maintenance of South LaVenture Road. Motion seconded by Councilmember Hulst. Motion carried 7-0. H. Agreement with Puget Sound Energy: Mr. Love presented Council with a request to authorize the Mayor to enter into an agreement with Puget Sound Energy for the final Schedule 74 Underground Conversion for electrical work associated with the Waterfront Project in the amount of $357,562.83. Councilmember Fiedler moved to authorize the Mayor to enter into an agreement with Puget Sound Energy for the above work. Motion seconded by Councilmember Ragan. Motion carried 7-0. The meeting was convened into executive session at 7:53 p.m. and was estimated to last 60 minutes. I. Executive Session: Pending litigation and potential real estate purchase.
